The Delhi High Court Wednesday directed the Central Board of Secondary Education to evolve a mechanism to complete in a time-bound manner the re-evaluation of marks of Class 12 students seeking admissions to colleges.
A division bench of Chief Justice Dipak Misra and Justice Sanjiv Khanna gave the direction on the petition of a student whose re-evaluation of marks took a long time and prevented her from getting admission in St. Stephen’s College.
The court said there appeared to be no rules in the Delhi University to deal with cases of students who opt for re-evaluation of Class 12 marks.
In the absence of any provision for admission of students who become eligible after revision of their marks, the entire exercise of re-evaluation loses its meaning, the judges said.
The court directed the Delhi University registerar and the CBSE secretary to appear before it May 9 with a proposed policy on Class 12 students who opt for re-evaluation of marks.
The court was hearing a petition of Jalnidh Kaur through her counsel Prabhsahay Kaur. She alleged that the arbitrary policy of St. Stephen’s College barred her from taking admission to an under-graduation course in the economics stream in 2010.
Jalnidh Kaur obtained 94 percent marks in Class 12 examination but failed to qualify for admission to St. Stephen’s College by 0.2 percent.
Thereafter, she went for re-evaluation of her answer sheets which resulted in an increase in her marks, making her eligible for admission to the college. However, the college refused to admit her when she approached it afresh, saying that it had closed admissions.
She then approached the high court.
