The Delhi High Court today stayed the bailable arrest warrant issued against Union Information and Broadcasting (I&B) Ministry Secretary Sunil Arora by the Press Council of India (PCI) for failing to comply with the summons to appear before it.

Justice Manmohan also restrained the PCI from proceeding further against Arora in pursuance to its March 17 decision to institute a suo motu inquiry into the “continued apathy” of the Ministry towards the activities of the Council.

“Issue notice to respondent (PCI), returnable on May 4. In the meantime, the resolution dated March 17, 2016 as well as the impugned orders issuing summons and warrants of April 1, 2016 and April 11, 2016 respectively and the proceedings in pursuance to that order is stayed,” the court said.

The court’s order came on a plea by the Centre challenging the suo motu enquiry being conducted by the Council and the summons and warrants issued by the PCI on April 1 and April 11 respectively.

It also orally asked the Centre to make an endeavour to amicably resolve the issue flagged by the PCI.

“The Secretary shall firstly call the Chairman before the next date and resolve the issue,” it said.

Additional Solicitor General (ASG) Sanjay Jain also agreed to it and said the Secretary was ready to resolve the issue.

The Secretary was out of the country and therefore could not appear before the Council, he submitted.

The ASG also informed the court that the warrant for execution by the police has been, as of now, kept in abeyance by the Council.
