High Court rejects demand for CBI probe into pending ”DC Bills Case”

Patna High Court rejected the Public Interest Litigation Petition (PIL) seeking CBI probe into the alleged misappropriation of Rs 11,854 crore withdrawn under various development schemes for which the government has not submitted the Detailed Contingent (DC) bills.

Hearing the petition, a division bench, comprising justices P C Verma and A K Trivedi, turned down the petition.

Through the petition, the petitioner had tried to draw the court’s attention towards the objections of the Comptroller and Auditor General (CAG), who had mentioned that DC bills for Rs 15,850 crore were pending since 2002-03 and were not submitted despite repeated audit objections.

The drawing and disbursing officers (DDOs) of the state government were authorised to draw money through Abstract Contingency (AC) bills to meet the expenditure not incorporated in the budget and present DC bills (along with original vouchers) to the Accountant-General, Bihar, by the end of six months from the withdrawal of all AC bills.

Earlier after hearing the matter, the court had reserved its verdict on Monday last and pronounced the judgement today.
