“Crimes of cheating, fraud, embezzlement, criminal breach of trust, etc, have been committed in awarding the contract to the private company for I&C Centre at VIU-Burari, Delhi which is worth over Rs.100 crores and is an ongoing scam…crores of public money have been siphoned off….that when whole of the investment has been done by the Government of NCT of Delhi and no revenue is shared by the Government, then on what grounds the contract was awarded to a private company without calling any bid/tender,” Mr. Garg said in his complaint.
