SC notices to Centre, States on police reform implementation

A notice has been issued by the Supreme court of India to the centre and states seeking an explanation whether the Supreme Court judgement of September 22 of 2006 on police reform has been implemented.

The apex court notice comes in the wake of recent incidents in Punjab and Bihar of police brutalities on unarmed innocent citizens, including women.

A bench headed by Justice G S Singhvi granted one week time to Punjab to explain the police assault on young woman in Tarn Taran district when she wanted to complain against sexual harassment by truck drivers. Likewise, Bihar was asked for a report on the police lathi charge during a protest by teachers in Patna.

In Tarn Taran, male policemen were caught on camera brutally assaulting a 23-year-old dalit girl. Several teachers were injured in police action on agitating teachers in Patna who were demanding regularisation.

The apex court had issued detailed guidelines on a PIL filed by former UP DGP Prakash Singh directing the Centre and states to separate the investigation from maintenance of law and order.
