Fundamental duties- It shall be the duty of every citizen of India,-<\/p>\n<p>***<\/p>\n<p>***<\/p>\n<p>(g) To protect and improve the natural environment including forests, lakes, rivers and wild life, and to have compassion for living creatures;<\/p>\n<p>***<\/p>\n<p>243G. Powers, authority and responsibilities of Panchayat &#8211; Subject to the provisions of the Constitution, the Legislature of a State may, by law, endow the Panchayats with such powers and authority as may be necessary to enable them to function as institutions of self-government and such law contain provisions for the devolution of powers and responsibilities upon Panchayats at the appropriate level, subject to such conditions as may be specified therein, with respect to-<\/p>\n<p>(a) the preparation of plans for economic development and social justice;<\/p>\n<p>(b) the implementation of schemes for economic development and social justice as may be<\/p>\n<p>entrusted to them including those in relation to the matters listed in the Eleventh<\/p>\n<p>Schedule.<\/p>\n<p>(3)Part IX A<\/p>\n<p>The Municipalities<\/p>\n<p>243W. Powers, Authority and Responsibilities of Municipalities etc.. Subject to the provisions of this Constitutions, the Legislature of a State may, by law, endow &#8211;<\/p>\n<p>(a) the Municipalities with such powers and authority as may be necessary to enable them to function as institutions of self-government and such law may contain provisions for the devolution of powers and responsibilities upon Municipalities, subject to such condition as may be specified therein, with respect to-<\/p>\n<p>(i) the preparation of plans for economic development and social justice;<\/p>\n<p>(ii) the performance of functions and the implementation of scheme as may be entrusted to them including those in relation to the matters listed in the Twelfth Schedule;<\/p>\n<p>(b) the Committees with such powers and authority as may be necessary to enable them to carry out the responsibities conferred upon them including those in relation to the matters listed in the Twelfth Schedule.<\/p>\n<p>&#8220;Eleventh Schedule(4)<\/p>\n<p>(Article 243G)<\/p>\n<p>1. Agriculture, including agricultural extension.<\/p>\n<p>2. Land improvement, implementation of land reforms, land consolidation and soil conservation.<\/p>\n<p>3. Minor irrigation, water management and watershed development.<\/p>\n<p>4. Animal husbandry, dairying and poultry.<\/p>\n<p>5. Fisheries.<\/p>\n<p>6. Social forestry and farm forestry.<\/p>\n<p>7. Minor forest produce.<\/p>\n<p>8. Small scale industries, including food processing industries.<\/p>\n<p>9. Khadi, village cottage industries.<\/p>\n<p>10. Rural housing.<\/p>\n<p>11. Drinking Water.<\/p>\n<p>12. Fuel and fodder.<\/p>\n<p>13. Roads, culverts bridges, ferries, waterways and other means of communication.<\/p>\n<p>14. Rural electrification, including distribution of electricity.<\/p>\n<p>15. Non-conventional energy sources.<\/p>\n<p>16. Poverty alleviation programme.<\/p>\n<p>17. Education, including primary and secondary schools.<\/p>\n<p>18. Technical training and vocational education.<\/p>\n<p>19. Adult and non-formal education.<\/p>\n<p>20. Libraries.<\/p>\n<p>21. Cultural activities.<\/p>\n<p>22. Markets and fairs.<\/p>\n<p>23. Health and sanitation, including hospitals, primary health centres and dispensaries.<\/p>\n<p>24. Family welfare.<\/p>\n<p>25. Women and child development.<\/p>\n<p>26. Social welfare, including welfare of the handicapped and mentally retarded.<\/p>\n<p>27. Welfare of the weaker sections, and in particular, of the Scheduled Castes and the Scheduled Tribes.<\/p>\n<p>28. Public distribution system.<\/p>\n<p>29. Maintenance of community assets&#8221;.<\/p>\n<p>&#8220;Twelfth Schedule(5)<\/p>\n<p>(Article 243W)<\/p>\n<p>1. Urban planning including town planning.<\/p>\n<p>2. Regulation of land-use and construction of buildings.<\/p>\n<p>3. Planning for economic and social development.<\/p>\n<p>4. Roads and bridges.<\/p>\n<p>5. Water supply for domestic, industrial and commercial purposes.<\/p>\n<p>6. Public health, sanitation conservancy and solid waste management.<\/p>\n<p>7. Fire services.<\/p>\n<p>8. Urban forestry, protection of the environment and promotion of ecological aspects.<\/p>\n<p>9. Safeguarding the interests of weaker sections of society, including the handicapped and mentally retarded.<\/p>\n<p>10. Slum improvement and upgradation.<\/p>\n<p>11. Urban poverty alleviation.<\/p>\n<p>12. Provision of urban amenities and facilities such as parks, garden, play-grounds.<\/p>\n<p>13. Promotion of cultural, educational and aesthetic aspects<\/p>\n<p>14. Burials and burial grounds; cremations, cremation grounds and electric crematoriums<\/p>\n<p>15. Cattle pond; Prevention of cruelty to animals<\/p>\n<p>16. Vital statistics including registration of births and deaths<\/p>\n<p>17. Public amenities including street lighting, parking lots, bus stops and public conveniences.<\/p>\n<p>18.
