Officers\u2014(a)Eligibility\u2014The conditions for eligibility regarding<\/p>\n<p>nationality for a commission in the Army Medical Corps<\/p>\n<p>will be the same as applicable to other arms and services of the Territorial Army.<\/p>\n<p>(b) Qualifications, Age and Medical fitness-(i) Only those medical practitioners with registerable medical qualifications recognised by the Indian Medical Council under Section 11(i) of Indian Medical council Act, 1933 and registered in India under one of the Provincial Medical Acts or possess a foreign medical qualification recognised by the Indian \u2018Medical Council and are in Medical category \u2018A\u2019 will be eligible. Candidates should not have attained their 40th birthday on the date of application. This upper age limit may be waived in the case of released ex-Indian Medical Services\/Army Medical Corps and Short Service Commissioned Army Medical corps Officers if the interval since such<\/p>\n<p>candidate last served in the Army does not exceed five <a href=\"mailto:years.#@(ii\">years.#@(ii<\/a>) The upper age limits will be relaxed to the following<\/p>\n<p>extent for grant of commissions in AMC(TA) :&#8211;<\/p>\n<p>(aa) Medical Superintendents\/<\/p>\n<p>Dean\/Head of the Institute\/<\/p>\n<p>Civil Hospitals\/Matron&#8230;&#8230;&#8230;.upto 45 years (relaxable upto<\/p>\n<p>52 years at the discretion of<\/p>\n<p>DMS at Army HQ).<\/p>\n<p>(ab) All other categories of Officers&#8230;&#8230;upto 50 years (In the case of<\/p>\n<p>ex officers &amp; ex JCOs granted commission as Quartermasters\/Coy Officers, the age may be relaxed upto 50 years at the discretion of the<\/p>\n<p>ADGTA at Army HQ).<\/p>\n<p>#@(Auth\u201481655\/2\/GS\/TA 3(a)\/1014\/SO II\/D(GS-III)<\/p>\n<p>Govt of India, Min of Def dated 20th June 1972)<\/p>\n<p>(c) Method of Application and Selection\u2014Application forms for Commission, IAF(TA)\u20149, duly filled by the aplicants in their own handwriting, should be sent direct to Army headquarters (TA Directorate) together with necessary documents in original or certified true copies thereof in support of age, qualifications previous commissioned service in Indian Medical Service\/<\/p>\n<p>204<\/p>\n<p>Selected candidates will, be medically examined by a Medical Board arranged by Army Headquarters and a list of finally selected candidates drawn for commission in Medical units of<\/p>\n<p>the Territorial Army.<\/p>\n<p>Note\u2014The above procedure for submission of application<\/p>\n<p>forms and selection of Medical officers will not be applicable in<\/p>\n<p>the case of Railway\/Medical Officers applying for AMC(TA) commission<\/p>\n<p>in Railway Engrs (TA) units. They will be governed<\/p>\n<p>under the same procedure as is applicable to candidates applying<\/p>\n<p>for the grant of TA Commission in Railway Engrs (TA) units.<\/p>\n<p>They will, however, be governed by other terms and conditions<\/p>\n<p>as laid down in this appendix.<\/p>\n<p>(d) Nursing Officers<\/p>\n<p>(i) Qualifications and age\u2014As for regular Indian Medical<\/p>\n<p>Nursing Service Sisters.<\/p>\n<p>(ii) System of Selection\u2014Same as for Medical Officers<\/p>\n<p>but the selection Board at Army Headquarters will<\/p>\n<p>include the Chief Principal Matron at Army Headquarters<\/p>\n<p>as an additional member.<\/p>\n<p>(e) Terms and Conditions\u2014As for officers of other arms and<\/p>\n<p>services of the Territorial Army, but the rules of promotion will<\/p>\n<p>be as laid down in para 39.<\/p>\n<p>(f) Retention and Promotion Examination\u2014Medical Officers<\/p>\n<p>will not have to pass these examinations.<\/p>\n<p>2. Junior Commissioned<\/p>\n<p>Officers will not be required to pass the retention<\/p>\n<p>examination as laid down in paras 42 and 43.<\/p>\n<p>3. Period and System of Training\u2014Medical Units\u2014As for<\/p>\n<p>other Arms and Services of the Territorial Army.<\/p>\n<p>Training syllabus and other connected instructions will be<\/p>\n<p>issued from Army Headquarters from time to time.<\/p>\n<p>206<\/p>\n<p>Army Medical Corps, as applicable. The copies of certificates<\/p>\n<p>or documents should be certified as true by a commissioned officer<\/p>\n<p>of the Armed forces or a civilian gazetted officer.<\/p>\n<p>**Candidates for grant of commission in AMC(TA) (other than<\/p>\n<p>OC TA General Hospital) who satisfy the conditions laid down<\/p>\n<p>for commission will be interviewed by selection board composed as<\/p>\n<p>under, at their normal place of civil duty :&#8211;<\/p>\n<p>President &#8211; Assistant Director of Medical Services Area<\/p>\n<p>HQ not below the rank of Colonel\/Representative<\/p>\n<p>of Deputy Director of Medical Service Command<\/p>\n<p>HQ not below the rank of Colonel.<\/p>\n<p>Members &#8211; TA Group Commander at Command HQ.<\/p>\n<p>Station Commander or his representative not<\/p>\n<p>below the rank of Lt Col.<\/p>\n<p>Head of the Institution where TA General<\/p>\n<p>Hospital is being established.<\/p>\n<p>(i) The proceedings of the selection board will later be<\/p>\n<p>confirmed by DGMS (Army).<\/p>\n<p>(ii) As regards the appointment of OC TA General Hospitals,<\/p>\n<p>in case the Medical Superintendent of the Civil Hospitals professor<\/p>\n<p>or an officer of an equivalent grade from the Hospital applies, his<\/p>\n<p>application should be forwarded direct to DGMS (Army) for acceptance<\/p>\n<p>and issue of Gazette Notification. If the Medical Superintendent,<\/p>\n<p>professor or an officer of the equivalent grade does not volunteer and an<\/p>\n<p>officer of lower grade only volunteers then procedure as in para 1 above<\/p>\n<p>will apply.<\/p>\n<p>**(Auth \u2013No 65689\/GS\/TA-3(a)\/312\/SO-II\/D(GS-III)<\/p>\n<p>Govt of India, Min of Def dated 19th February 1971)<\/p>\n<p>207<\/p>\n<p><strong><span style=\"text-decoration: underline;\"><span style=\"color: #000000;\">APPENDIX X<\/span><\/span><\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline;\"><span style=\"color: #000000;\">RETENTION EXAMINATION\u2014TERRITORIAL AMRY<\/span><\/span><\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline;\"><span style=\"color: #000000;\">OFFICERS (OTHER THAN MEDICAL)<\/span><\/span><\/strong><\/p>\n<p>OBJECT<\/p>\n<p>1. To ensure that officers on probation have sufficient military<\/p>\n<p>knowledge to justify their retention in the Territorial Army<\/p>\n<p>on completion of 4 years service in accordance with para 42.<\/p>\n<p>GENERAL<\/p>\n<p>2. Officers of the Territorial Army will be required to pass<\/p>\n<p>the retention examination within 4 years of the date of grant of<\/p>\n<p>a TA commission.<\/p>\n<p>3. Should an officer fail to pass the examination within the<\/p>\n<p>prescribed period he will be permitted to resign and if he declines<\/p>\n<p>to do so will be removed.<\/p>\n<p>4. An officer will not be obliged to take the complete examination<\/p>\n<p>at one time; the test(s) and the written paper(s) he may<\/p>\n<p>wish to take at any one time will be left to his discretion.<\/p>\n<p>5. An officer who passes in any of the tests, written or otherwise,<\/p>\n<p>will be deemed to have passed such test on the first day<\/p>\n<p>of examination in the subject(s) at which he finally qualifies.<\/p>\n<p><strong><span style=\"text-decoration: underline;\">EXTENSION OF TIME LIMIT<\/span><\/strong><\/p>\n<p>6. Any officer who, owing to circumstances beyone his control,<\/p>\n<p>is unable to pass the examination within the prescribed<\/p>\n<p>period may apply for extension of the period. Such extension<\/p>\n<p>will be granted by Army Headquarters (DTA) and will not exceed<\/p>\n<p>one year. Applications for extension will be submitted through<\/p>\n<p>the normal channels to Army headquarters (Territorial Army<\/p>\n<p>Directorate) giving full details of the reasons for which an extension<\/p>\n<p>is recommended. Applications will be endorsed by respective<\/p>\n<p>higher formation commanders.<\/p>\n<p>Any officer who, having resigned his commission, before the<\/p>\n<p>expity of four years, due to change in residence, again secures<\/p>\n<p>a Territorial Army Commission, will be required to pass the retention<\/p>\n<p>examination within four years from the date of his being<\/p>\n<p>commissioned.<\/p>\n<p><strong><span style=\"text-decoration: underline;\">SYLLABI EXAMINATION<\/span><\/strong><\/p>\n<p>7. The examination will consist of 3 parts i.e. Part \u2018A\u2019 practical,<\/p>\n<p>Part \u2018B\u2019 written and Part \u2018C\u2019 oral.<\/p>\n<p>208<\/p>\n<p>8. The practical part of other examination will consist of<\/p>\n<p>the following tests :&#8211;<\/p>\n<p>(a) Tactical exercise without troops involving a platoon and<\/p>\n<p>other equivalent sub-units of other arms. Practical<\/p>\n<p>map reading will also be included and questions covering<\/p>\n<p>administration in the field.<\/p>\n<p>(b) Foot and arms drill.<\/p>\n<p>(c) Field formations and field signals.<\/p>\n<p>(d) Range duties.<\/p>\n<p>(e) Weapon training i.e. instructing a squad on any of the<\/p>\n<p>small arms and in case of units other than Infantry, the<\/p>\n<p>main weapon of the arm with which his unit is armed.<\/p>\n<p>(f) Qualify in the annual musketry course (s) as laid down<\/p>\n<p>in these Regulations.<\/p>\n<p>(g) R\/T Operating.<\/p>\n<p>(h) Technical Training\u2014(i) A written and\/or oral\/practical<\/p>\n<p>examination in technical subjects for officers of TA\\<\/p>\n<p>units. And officer who has attended a relevant technical<\/p>\n<p>course at any Army school of instruction will be exempted<\/p>\n<p>from qualifying in this subject.<\/p>\n<p>(ii) Officers of the Corps of Electrical and Mechanical Engineers<\/p>\n<p>who possess the Engineering degree of a recognised<\/p>\n<p>University will be exempted from the technical test.<\/p>\n<p>(iii) Officers of the Corps of Signals who possess a degree<\/p>\n<p>in Telecommunications Engineering of a recognised University,<\/p>\n<p>will be exempted from the technical test of the<\/p>\n<p>retention examination.<\/p>\n<p>(iv) Officers of the Corps of Engineers who either posses an<\/p>\n<p>engineering degree of a recognised University or have<\/p>\n<p>successfully completed the normal probationary course<\/p>\n<p>as laid down by the Ministry of Railways (Railway<\/p>\n<p>Board)\/port authorities for the particular appointments<\/p>\n<p>that they are holding in the Railways\/Docks and IWT<\/p>\n<p>and have successfully held that appointment for one year<\/p>\n<p>after the completion of the said course in their own department<\/p>\n<p>will be exempted from the technical test of<\/p>\n<p>the retention examination.<\/p>\n<p>209<\/p>\n<p>9. The written part of the examination will consist of the<\/p>\n<p>following tests \u2013<\/p>\n<p>(a) Administration\u2014<\/p>\n<p>Questions will be set on the following\u2014<\/p>\n<p>(i) Promotions, transfers and discharge from service, other<\/p>\n<p>ranks.<\/p>\n<p>(ii) Office organisation.<\/p>\n<p>(iii) Pay system, other ranks.<\/p>\n<p>(iv) Hygiene and sanitation.<\/p>\n<p>(v) Regiment accounting.<\/p>\n<p>(vi) Ordnance stores.<\/p>\n<p>(vii) Documentation, other ranks.<\/p>\n<p>(b) Discipline\u2014<\/p>\n<p>(i) Enrolment and attestation.<\/p>\n<p>(ii) Summary trial and punishment.<\/p>\n<p>(iii) Courts of Inquiry.<\/p>\n<p>(iv) Disposal of offences.<\/p>\n<p>(v) Framing of charges and charge sheet.<\/p>\n<p>(vi) Powers of commanding officer and Coy commander or<\/p>\n<p>equivalent.<\/p>\n<p>10. The oral part of the examination will consist of general<\/p>\n<p>question on Territorial Army Regulations.<\/p>\n<p>EXEMPTION<\/p>\n<p>11. Ex-officers of the Army, Navy, Air Force, State Forces,<\/p>\n<p>ITF, AFI, Defence Bns, Border Scouts, DSC and AIRO who<\/p>\n<p>have a minimum of 3 years previous commissioned service will<\/p>\n<p>not be required to take the examination.<\/p>\n<p>12. An officer who is not exempted vide para 11, but who<\/p>\n<p>successfully passes a course(s) at any Army School of Instruction<\/p>\n<p>in any of the subjects prescribed in the syllabi will be<\/p>\n<p>exempted from taking that subject(s).<\/p>\n<p>210<\/p>\n<p>CONDUCT OF EXAMINATION<\/p>\n<p>13. The number of examinations to be held annually will be<\/p>\n<p>as the discretion of the Area or equivalent Commander\/TA<\/p>\n<p>Group Commander.<\/p>\n<p>14. The period(s) taken for the examination will count<\/p>\n<p>against the period of annual training as prescribed vide Rule 20.<\/p>\n<p>15. All question papers will be set by the Board of Examiners<\/p>\n<p>and approved by the Area or equivalent Commander. The<\/p>\n<p>question set will be sufficient in number to test the knowledge<\/p>\n<p>of the candidate and will be confined to questions relating to<\/p>\n<p>the candidate\u2019s own unit.<\/p>\n<p>BOARD OF EXAMINATION<\/p>\n<p>16. The Board will consist of a President of the rank of Lt<\/p>\n<p>Col and two members of the rank of Major\/Captain of the<\/p>\n<p>regular Army.<\/p>\n<p>RE-EXAMINATION<\/p>\n<p>17. If an officer fails in one or more subject(s) he will be reexamined<\/p>\n<p>only in the subject(s) in which he has failed.<\/p>\n<p>18. There is no restriction as regards the number of times<\/p>\n<p>an officer may present himself for examination in any test or<\/p>\n<p>written paper within the prescribed period laid down.<\/p>\n<p>EXAMINATION RESULTS<\/p>\n<p>19. The Board will forward results of candidates who have<\/p>\n<p>passed the examination wholly or in part, to Area or equivalent<\/p>\n<p>Commander together with a copy of papers set. Names of successful<\/p>\n<p>candidates will be forwarded, through the normal channels,<\/p>\n<p>by Area or equivalent Commander to the Director, Territorial<\/p>\n<p>Army, Army Headquarters.<\/p>\n<p>211<\/p>\n<p>APPENDIX XI<\/p>\n<p>RETENTION EXAMINATION\u2014JUNIOR COMMISSIONED<\/p>\n<p>OFFICERS<\/p>\n<p>TERRITORIAL ARMY (OTHER THAN MEDICAL)<\/p>\n<p>OBJECT<\/p>\n<p>1. To ensure that junior commissioned officers on probation<\/p>\n<p>have sufficient military knowledge to justify their retention in the<\/p>\n<p>Territorial Army on completion of 4 years service in accordance<\/p>\n<p>with para 43.<\/p>\n<p>GENERAL<\/p>\n<p>2. Junior Commissioned Officers of the Territorial Army will<\/p>\n<p>be required to pass the retention examination within 4 years of<\/p>\n<p>the date of grant of a TA commission.<\/p>\n<p>3. Should a junor commissioned officer fail to pass the examination<\/p>\n<p>within the prescribed period he will be permitted to<\/p>\n<p>resign and if he declines to do so, will be removed.<\/p>\n<p>4. A junior commissioned offficer will not be obliged to take<\/p>\n<p>the complete examination at one time; the test(s) and the written<\/p>\n<p>paper(s) he may wish to take at any one time will be left to his<\/p>\n<p>discretion.<\/p>\n<p>5. Applications will be endorsed by respective<\/p>\n<p>higher formation commanders.<\/p>\n<p>212<\/p>\n<p>Any junor commissioned officer, who having resigned his<\/p>\n<p>commission before the expiry of 4 years, due to change in the<\/p>\n<p>residence, again secures a Territorial Army Commission, will be<\/p>\n<p>required to pass the retention examination within four years<\/p>\n<p>from the date of his being recommissioned.<\/p>\n<p>SYLLABI EXAMINATION<\/p>\n<p>7. The examination will consist of the following\u2014<\/p>\n<p>(a) Drill\u2014Platoon drill including foot and arms drill.<\/p>\n<p>(b) Weapons Training\u2014Supervision of training and range<\/p>\n<p>duties.<\/p>\n<p>(c) Tactics-Command of a platoon or equivalent sub-unit<\/p>\n<p>in situations likely to be encountered in the field (including<\/p>\n<p>map reading, verbal order and message writing).<\/p>\n<p>(d) Organisation and administratin including discipline upto<\/p>\n<p>the standard of a platoon or equivalent sub-unit.<\/p>\n<p>(e) Technical Training\u2014A written and\/or oral\/practical examination<\/p>\n<p>in technical subjects for JCOs of TA units.<\/p>\n<p>A JCO who has attended a relevant course at an army<\/p>\n<p>school of instruction will be exempted from qualifying<\/p>\n<p>in this technical examination.<\/p>\n<p>(f) JCOs of the Corps of Engineers who have successfully<\/p>\n<p>completed the normal probationary course as laid down<\/p>\n<p>by the Ministry of Railways (Railway Board)\/Port authorities<\/p>\n<p>for the particular appointments that they are<\/p>\n<p>holding in the Railway\/Docks and IWT successfully held<\/p>\n<p>that appointment for one year after the completion of<\/p>\n<p>the said course within their own department will be<\/p>\n<p>exempted from the technical test of the retention examination.<\/p>\n<p>8. The examination in all subjects will be practical and oral<\/p>\n<p>and will be conducted in English or in the vernacular whichever<\/p>\n<p>the candidate prefers.<\/p>\n<p>EXEMPTED<\/p>\n<p>9. Ex-junior commissioned officers and their equivalents of<\/p>\n<p>the Army, Navy, Air Force, State Forces, ITF, AFI, Defence<\/p>\n<p>Bns, Border Scouts and DSC, who have a minimum of 3 years<\/p>\n<p>previous commissioned service, will not be required to take the<\/p>\n<p>examination.<\/p>\n<p>213<\/p>\n<p>10. A JCO who is not exempted vide para 9, but who successfully<\/p>\n<p>passes a course (s) at any army school of instruction or who<\/p>\n<p>does an attachment to a regular army unit and qualifies in any of<\/p>\n<p>the subject(s) prescribed will be exempted from taking that subject(<\/p>\n<p>s).<\/p>\n<p>11. Non-commissioned officers who pass the promotion examination<\/p>\n<p>for havildar to jemadar and are subsequently promoted<\/p>\n<p>to JC rank will not be required to pass the retention examination.<\/p>\n<p>CONDUCT OF EXAMINATION<\/p>\n<p>12. The number of examinations to be held annually will be<\/p>\n<p>at the discretion of the Area or equivalent Commander\/TA Group<\/p>\n<p>Commander.<\/p>\n<p>13. The period(s) taken for the examination will count<\/p>\n<p>against the period of annual training as prescribed vide Rule 20.<\/p>\n<p>14. All question papers will be set by the Board of Examiners<\/p>\n<p>and approved by the Area or equivalent Commander. The<\/p>\n<p>questions set will be sufficient in number to test the knowledge<\/p>\n<p>of the candidates and will be confined to questions relating to<\/p>\n<p>the candidate\u2019s own unit.<\/p>\n<p>BOARD OF EXAMINATION<\/p>\n<p>15. The Board will consist of a President of the rank of<\/p>\n<p>Lt Col and two other officer members of the regular army.<\/p>\n<p>RE-EXAMINATION<\/p>\n<p>16. If a JCO fails in one or more subject(s) he will be reexamined<\/p>\n<p>only in the subject(s) in which he has failed.<\/p>\n<p>17. There is no restriction as regards the number of times<\/p>\n<p>a JCO may present himself for examination in any test within<\/p>\n<p>the prescribed period laid down.<\/p>\n<p>EXAMINATION RESULTS<\/p>\n<p>18. The board will forward result of candidates who have<\/p>\n<p>passed the examination wholly, or in part, to Area or equivalent<\/p>\n<p>Commander together with a copy of papers set. Pannus is retrogressive<\/p>\n<p>if the blood vessels have gone beyond<\/p>\n<p>the grey line of corneal infiltration.<\/p>\n<p>(iv) Mild corneal infiltration limited to a couple of M.<\/p>\n<p>Ms. from the Cornea-Seleral margin.<\/p>\n<p>(v) There should be no photophobia and undue irritation<\/p>\n<p>to bright light.<\/p>\n<p>Note\u2014Cases which are likely after treatment upto a period of<\/p>\n<p>2 months to improve sufficiently as to be \u201cfit for enrolment\u201d will<\/p>\n<p>be classified as \u201cTemporarily Unfit\u201d. These cases will be reexamined<\/p>\n<p>by a medical board.<\/p>\n<p>(ii) Disability and special family pensions, if and when admissible,<\/p>\n<p>will not be admitted on the basis of aggravation of the<\/p>\n<p>defects listed in para (i) above or if disability or death can be<\/p>\n<p>attributed to or can be considered as aggravated by any of these<\/p>\n<p>minor defects. This restriction will, however, not apply to claim<\/p>\n<p>to special family pensions arising out of death by accident while<\/p>\n<p>individual is on duty.<\/p>\n<p>218<\/p>\n<p>219<\/p>\n<p>APPENDIX XIII<\/p>\n<p>PROMOTION EXAMINATION\u2014NCOs (TA) (ALL ARMS)<\/p>\n<p>INTRODUCTION<\/p>\n<p>1. To ensure a uniform standard of basic military knowledge<\/p>\n<p>and technical knowledge amongst the NCOs and JCOs of the<\/p>\n<p>Territorial Army, all NCOs will qualify at a promotion examination,<\/p>\n<p>details of which are given in Annexures \u201cA to I\u201d to this<\/p>\n<p>Appendix, before they can be considered for promotion to the<\/p>\n<p>rank of havildar (or equivalent rank) or to the rank of Nb Sub.<\/p>\n<p>This comes into force with effect from 1st January 1952.<\/p>\n<p>While successful completion of a promotion examination will<\/p>\n<p>qualify an NCO for promotion, it does not automatically entitle<\/p>\n<p>him to such promotion.<\/p>\n<p>2. Promotion examinations will be held as required.<\/p>\n<p>BASIC QUALIFICATION<\/p>\n<p>3. An NCO must possess the following basic qualifications<\/p>\n<p>before he can be permitted to undergo the promotion examination<\/p>\n<p>test\u2014<\/p>\n<p>(a) For Promotion to Havildar\u2014<\/p>\n<p>(i) Education\u2014Army 2nd Class Certificate of Education<\/p>\n<p>or civil equivalents as laid down in Appendix<\/p>\n<p>XXX\u2014A.<\/p>\n<p>(ii) Trade Classification\u20142nd classes below the highest<\/p>\n<p>class of his category except for field categories of the<\/p>\n<p>Corps of Engineers.<\/p>\n<p>(iii) Must have completed two annual training camps.<\/p>\n<p>Note\u2014The condition of attending two annual training<\/p>\n<p>camps will not apply to ex-havildars of the regular<\/p>\n<p>Army with more than three years\u2019 service in the regular<\/p>\n<p>Army in that rank, who join the Territorial Army with<\/p>\n<p>in two years\u2019 of their release\/discharge from the regular<\/p>\n<p>Army.
