Programme Officer, Patna.\n                 6) The B.D.O. cum C.O. cum Executive Officer, Panchayat Samiti\n                    Punpun, Patna.\n                 7) The Pramukh, Panchayat Samiti, Punpun, Patna - Respondents.\n\n3   15.11.2011<\/pre>\n<p>                     Heard learned counsel for the petitioner and the State.<\/p>\n<p>                                   This writ petition has been filed challenging the<\/p>\n<p>                      decision taken by the Panchayat Samiti, dated 31.12.2008 by<\/p>\n<p>                      which   they    have    supposedly     changed    the   scheme   and<\/p>\n<p>                      implemented another scheme for stalling solar lamps in the<\/p>\n<p>                      Panchayat.\n<\/p>\n<p>                                   Counsel for the petitioner submits that there are<\/p>\n<p>                      illegalities in the way the money has been spent. The petitioner is<\/p>\n<p>                      the Mukhiya and quite capable of bringing the illegalities to the<\/p>\n<p>                      notice of the authorities concerned.
