Siri Jagan, J.\n                =-=-=-=-=-=-=-=--=-=-=-=-=-=-=-=-=-=\n                       W.P(C) No. 33802 of 2010\n                =-=-=-=-=-=-=-=-=--=-=-=-=-=-=-=-=-=\n             Dated this, the 9th day of November, 2010.\n\n                             J U D G M E N T\n<\/pre>\n<p>      Petitioner is a scheduled caste employee in Government service.<\/p>\n<p>The petitioner&#8217;s grievance in this writ petition is that he has been<\/p>\n<p>denied the benefit of Rule 13A(1)(a) of the Kerala State and<\/p>\n<p>Subordinate Service Rules in the matter of exemption from<\/p>\n<p>departmental test for promotion to higher post.             Detailing his<\/p>\n<p>grievances in that regard, the petitioner has filed Exts.P5 and P9<\/p>\n<p>representations before the 1st respondent.        The petitioner seeks a<\/p>\n<p>direction to the 1st respondent to consider and pass orders on Exts.P5<\/p>\n<p>and P9 expeditiously.\n<\/p>\n<p>      2. I have heard the learned Government Pleader also.<\/p>\n<p>      Having heard the learned Government Pleader also, I dispose of<\/p>\n<p>this writ petition with a direction to the 1st respondent to consider and<\/p>\n<p>pass orders on Exts.P5 and P9 as expeditiously as possible, at any<\/p>\n<p>rate, within three months from the date of receipt of a copy of this<\/p>\n<p>judgment, after affording an opportunity of being heard to the<\/p>\n<p>petitioner.\n<\/p>\n<p>                                           Sd\/- S.
