{"id":101477,"date":"1998-06-04T00:00:00","date_gmt":"1998-06-03T18:30:00","guid":{"rendered":"https:\/\/www.legalindia.com\/judgments\/demand-to-implement-national-industrial-tribunal-award-extended-to-on-4-june-1998"},"modified":"2015-06-08T07:10:21","modified_gmt":"2015-06-08T01:40:21","slug":"demand-to-implement-national-industrial-tribunal-award-extended-to-on-4-june-1998","status":"publish","type":"post","link":"https:\/\/www.legalindia.com\/judgments\/demand-to-implement-national-industrial-tribunal-award-extended-to-on-4-june-1998","title":{"rendered":"Demand To Implement National Industrial Tribunal Award Extended To &#8230; on 4 June, 1998"},"content":{"rendered":"<div class=\"docsource_main\">Lok Sabha Debates<\/div>\n<div class=\"doc_title\">Demand To Implement National Industrial Tribunal Award Extended To &#8230; on 4 June, 1998<\/div>\n<\/p>\n<pre><\/pre>\n<p>     Title:  Demand to implement National Industrial Tribunal Award extended to nationalised banks be extended to the employees of Regional Rural Banks. <\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=SHRI%20K.%C2%A0%20YERRANNAIDU%20\">SHRI K.\u00a0 YERRANNAIDU <\/a>:\u00a0 Sir, I wish to draw the attention of the hon.\u00a0 Finance<br \/>\n Minister to an important issue.\u00a0 Thousands of employees of the Regional\u00a0 Rural<br \/>\n Banks\u00a0 have\u00a0 come\u00a0 from\u00a0 various\u00a0 parts\u00a0 of\u00a0 the\u00a0 country\u00a0 and are on march to<br \/>\n Parliament today.\u00a0\u00a0\u00a0 They\u00a0 are\u00a0 all\u00a0\u00a0 in\u00a0\u00a0 front\u00a0\u00a0 of\u00a0\u00a0 Parliament\u00a0\u00a0 demanding<br \/>\n implementation of\u00a0 the\u00a0 National\u00a0 Industrial Tribunal Award.\u00a0 Even the Supreme<br \/>\n Court had also given a direction to implement this Award.\u00a0 The hon.\u00a0\u00a0\u00a0 Finance<br \/>\n Minister is\u00a0 aware\u00a0 of\u00a0 this.\u00a0\u00a0\u00a0 During\u00a0 the\u00a0 regime of Shri Chandra Shekhar&#8217;s<br \/>\n Government, he was also the Finance Minister.\u00a0 At\u00a0 that\u00a0 time\u00a0 he\u00a0 implemented<br \/>\n that Award.\u00a0 After that, nobody had taken that action.\n<\/p>\n<p>There are 196 Regional Rural Banks with a network of 15,000 branches in the whole country. These banks are serving a lot to the rural people particularly small and marginal artisans. This issue may be settled immediately. Otherwise, our economy will be disturbed and the poor people would suffer. I would like to draw the attention of the hon. Finance Minister to this issue and request him to make a statement on this issue in this Session itself.\n<\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=%22%3ESHRI%20BASU%20DEB%20ACHARIA%20\">&#8220;&gt;SHRI BASU DEB ACHARIA <\/a>: Sir, thousands of employees of the Regional Rural Banks have come to Delhi and are holding dharna at Jantar Mantar. They are demanding the implementation of the sixth bipartite agreement. It was implemented in respect of the nationalised banks but it was not extended to the Regional Rural Banks.\n<\/p>\n<p>Sir, the National Industrial Tribunal has given an Award that the pay-scales of the employees of the Regional Rural Banks should be at par with the employees of the nationalised banks. Sir, although this bipartite agreement was there three years back, it has not yet been implemented in respect of the employees of the Regional Rural Banks.\n<\/p>\n<p>Sir, I demand that the Government should take immediate steps to implement the sixth bipartite agreement in regard to the revision of the pay-scales of the Regional Rural Bank employees.\n<\/p>\n<p>12.59 hrs (Shri K. Yerrannaidu in the Chair) <\/p>\n<p>Another demand is to constitute a National Rural Bank of India. This demand is from all the sides of this House. This is a unanimous demand of this House.\n<\/p>\n<p>Sir, I demand that the sixth bipartite agreement should be immediately extended to the employees of the Regional Rural Banks and the Government should take immediate steps to form a National Rural Bank of India.\n<\/p>\n<p>13.00 hrs. <\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=SHRI%20PRAMOTHES%20MUKHERJEE%20\">SHRI PRAMOTHES MUKHERJEE <\/a>: Sir, I want to talk on the same issue.\n<\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=MR.%20CHAIRMAN%20\">MR. In regard to the demands of the employees of the Regional Rural Bank, today, thousands of employees of the Regional Rural Bank have assembled together in the Parliament Street, New Delhi to hold their dharna in support of their demands.\n<\/p>\n<p>Sir, these rural banks were established at some particular places to improve the condition of the poor people in our country. It plays a significant role. It caters to the banking needs of the teeming millions of our countrymen. But the socio-economic viability of the Regional Rural Bank has been destroyed by the Government of India by mishandling the situation. Consequently, thousands of workers have been on the street to hold dharna in support of their demands.\n<\/p>\n<p>Their demands are, implementation of sixth bipartite wage settlement, extension of the fringe benefits at par with the employees of the sponsoring banks and to form a National Rural Bank.
