PIRO,\nDISTRICT                BHOJPUR----------------------------------------------------------\nPETITIONER\n                                      Versus\n1.THE STATE OF BIHAR THROUGH SECRETARY PUBLIC HEALTH\nDEPARTMENT, GOVERNMENT OF BIHAR, PATNA\n2.DEPUTY DEVELOPMENT COMMISSIONER, BHOJPUR DISTRICT ARA\n3.SECRETARY, DISTRICT WATER AND SANITATION COMMITTEE,\nBHOJPUR ARA-------------------------------------------------------------RESPONDENTS\n                                    -----------\n<\/pre>\n<p>                 For the petitioner      :M\/S K.M.Joseph, Hemant Kumar,<br \/>\n                                                Jose K.P. &amp;Thressiamma K.P.\n<\/p>\n<p>                                                Advocates<br \/>\n                For the respondents :Mr.P.K.Singh, S.C. 21\n<\/p>\n<p>                                       &#8212;&#8212;\n<\/p>\n<p>2.    22.11.2010               The petitioner being an N.G.O. claims payment of its<\/p>\n<p>                           bills for Rs.7,94,382\/- for the work done by it for<\/p>\n<p>                           construction of hygienic toilets in various villages in 6<\/p>\n<p>                           Panchayats of Piro Block, Bhojpur District under the Total<\/p>\n<p>                           Sanitation Campaign initiated by the respondents.<\/p>\n<p>                                  The grievance of the petitioner is that the bills were<\/p>\n<p>                           submitted by it in the year 2009 itself in different months<\/p>\n<p>                           after due verification by the Junior Engineer and<\/p>\n<p>                           satisfaction regarding the work expressed by the Mukhiya<\/p>\n<p>                           of the concerned Panchayat but the respondent No.3,<\/p>\n<p>                           Secretary,   District   Water     Supply    and    Sanitation<\/p>\n<p>                           Committee, Bhojpur, Ara is not making payment for the<\/p>\n<p>                           same rather more than one year after the work had been<br \/>\n<span class=\"hidden_text\">                         2<\/span><\/p>\n<p>        completed certain complaints about the missing of the<\/p>\n<p>        curtain, etc. are being made.
