The Applicant filed an RTI application dt.23.8.07 with the CPIO, ER, Howrah.\n<\/p>\n<p>      He     requested   for    information       with   regard   to   book   stalls\/trolleys   at<br \/>\n      Howrah\/Burdwan stations.           The CPIO&#8217;s reply is not in the file. The<br \/>\n      Sr.Divisional Commercial Manager transferred the case to Chief Commercial<br \/>\n      Manager on 18.9.07. On not receiving any reply, the Applicant filed an appeal<br \/>\n      dt.19.12.07 with the Appellate Authority. Aggrieved at not receiving any reply<br \/>\n      from the Appellate Authority, he filed a second appeal dt.7.3.08 before the<br \/>\n      CIC.\n<\/p>\n<p>2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the<br \/>\n      hearing for May 15, 2009.\n<\/p>\n<p>3.    Mr. Rama Kant Singh, Sr. DCM, Howrah cum CPIO and Mr. M.N.S. Roy,<br \/>\n      CCM\/FM, E.R. represented the Public Authority.\n<\/p>\n<p>4.    The Applicant was present during the hearing.\n<\/p>\n<p>Decision<\/p>\n<p>5.    During the discussions it was agreed that the information sought by the<br \/>\n      Appellant is voluminous and would result disproportionate diversion of the<br \/>\n      resources of the Public Authority and accordingly the Appellant agreed to be<br \/>\n      more specific and seek information only for the periof 2000 to 2004. The<br \/>\n      Commission directs the Respondent to allow the inspection of relevant files<br \/>\n      for these four years by the Appellant and to provide him with photocopies of<br \/>\n      documents he requires. The CPIO to bring all the files to Howrah Division as<br \/>\n      desired by the Appellant, for inspection. All information is to be provided by<br \/>\n      30th July, 2009. The Commission also directs the CPIO to show cause why a<br \/>\n      penalty of Rs.250\/- per day should not be imposed on him for not providing<br \/>\n      the information within the mandatory period.                The response to reach the<br \/>\n                          th<br \/>\n      Commission by 10         June, 2009.\n<\/p>\n<p>6.
