SIRI JAGAN, J.\n              - - - - - - - - - - - - - - - - - - - - - - -\n                 W.P.(C)No. 14596 of 2010\n              - - - - - - - - - - - - - - - - - - - - - - -\n            Dated this the 19th day of May, 2010\n\n                        J U D G M E N T\n<\/pre>\n<p>     Petitioner complains that in the place of normal water<\/p>\n<p>bills ranging from Rs.37\/- to Rs.67\/- bimonthly, the<\/p>\n<p>petitioner has now been successively issued with bills for<\/p>\n<p>exorbitant amounts of Rs.3,830\/-, Rs.21,324\/- &amp; Rs.31,318\/-.<\/p>\n<p>According to the petitioner for a small house which houses<\/p>\n<p>only less than 5 people such exorbitant water bills is totally<\/p>\n<p>unjustified which is clearly because of either fault in the<\/p>\n<p>meter or some other mistakes committed by the water<\/p>\n<p>authority.   Petitioner therefore wants quashing of the<\/p>\n<p>impugned bills.\n<\/p>\n<p>     2.   Learned standing counsel for the Kerala Water<\/p>\n<p>Authority points out that the petitioner has already invoked<\/p>\n<p>the appellate jurisdiction of the Assistant Executive<\/p>\n<p>Engineer by filing Ext.P9 appeal and the Executive Engineer<\/p>\n<p>who is competent to deal with the same can be directed to<\/p>\n<p>W.P.(C)No. 14596 of 2010<br \/>\n<span class=\"hidden_text\">                               -2-<\/span><\/p>\n<p>dispose of the same expeditiously. After having heard both<\/p>\n<p>sides, I dispose of this writ petition with a direction to the<\/p>\n<p>concerned Engineer of the Water Authority to consider and<\/p>\n<p>pass orders on Ext.P9 expeditiously.      Till orders are so<\/p>\n<p>passed, further coercive proceedings against the petitioner<\/p>\n<p>like recovery or disconnection of water supply shall be kept<\/p>\n<p>in abeyance on condition that the petitioner pays an amount<\/p>\n<p>of Rs.2,500\/- within two weeks.       In the meanwhile, the<\/p>\n<p>concerned       Engineer  shall   also examine    the   water<\/p>\n<p>connection of the petitioner to ascertain the cause of<\/p>\n<p>exorbitant increase in water bills and take appropriate steps<\/p>\n<p>to remedy the same.\n<\/p>\n<\/p>\n<p>                                               S.
