Justice V.GIRI\n\n Dated :03\/08\/2009\n\n O R D E R\n                           V.GIRI, J\n                         -------------------\n                     W.P.(C).20691\/2009\n                        --------------------\n            Dated this the 3rd day of August, 2009\n\n                        JUDGMENT\n<\/pre>\n<p>      This Court had in Writ Petition No.30126\/2007 and<\/p>\n<p>Connected     Cases    dealt     with       the issue regarding<\/p>\n<p>modernisation of Pollution Testing Centres. Pursuant to<\/p>\n<p>the directions issued by this Court,             Ext.P5 circular<\/p>\n<p>No.03\/08 was issued by the Government. Petitioner was<\/p>\n<p>running a Testing Centre earlier in Kottayam.               He<\/p>\n<p>thereafter, wanted to shift the same to Kollam. The period<\/p>\n<p>of licence originally issued to him had expired and the<\/p>\n<p>application filed by him for renewal of licence, in the new<\/p>\n<p>centre was proposed to be treated as a fresh application.<\/p>\n<p>This communication issued to the petitioner vide Ext.P4,<\/p>\n<p>taking note of Ext.P5,        has been challenged       by the<\/p>\n<p>petitioner in the writ petition.\n<\/p>\n<\/p>\n<p>2.    Ext.P5 is applicable to all the Pollution Testing Centres<\/p>\n<p>as well. Ext.P4 only refers to Ext.P5. I do not find any<\/p>\n<p>grounds to interfere with Exts.P4 and P5.
