In this case, the Appellant had, in his application dated 21 November<br \/>\n2008, sought certain details about three demand drafts (DDs) purchased by<br \/>\none Vishvas Business Associates Ltd way back in 1999. The CPIO, in his reply<br \/>\ndated 11 December 2008, refused to part with the information claiming<br \/>\nexemption under Section 8(1) (e) and (j) of the Right to Information (RTI)<br \/>\nAct. Not satisfied with this reply, he preferred an appeal on 30 December<br \/>\n2008. The Appellate Authority did not allow his appeal in his order dated 12<br \/>\nJanuary 2009 and endorsed the decision of the CPIO. It is against this order<br \/>\nthat the Appellant has come before the CIC in second appeal.\n<\/p>\n<p>3.      We heard this case through video conferencing. A representative of<br \/>\nthe Appellant was present in our chamber while the Respondents were<br \/>\npresent in the Lucknow studio of the NIC. We heard their submissions. We<br \/>\ndo not find any fault in the response of the CPIO since the Appellant had not<br \/>\nenclosed any evidence to show that he had an authorisation from the<br \/>\npurchaser of the DDs to seek this information. The representative of the<br \/>\nAppellant submitted that they would produce such an authorisation from the<br \/>\npurchaser company. We direct the CPIO to provide to the Appellant the<br \/>\ndesired information within 10 working days from the date of receiving a<\/p>\n<p>CIC\/SM\/A\/2009\/000769<br \/>\n valid authorisation from the purchaser company in favour of the Appellant.\n<\/p>\n<p>4.      The appeal is, thus, disposed off.\n<\/p>\n<p>5.
