The name, designation and complete There is no as such denial of transfer of pro-rata<br \/>\n        official address of the officer whopensionary benefit of Mr. A N Tripathi. The<br \/>\n        ordered the denial of the transfer of<br \/>\n                                           chronological development has been stated below:-<br \/>\n        the Pro rata retirement benefits inA) Indian School of mines vide their letter No.<br \/>\n        the appellant&#8217;s case in contravention<br \/>\n                                           411004\/94 &#8211; Estt. Dated 20\/10\/1994, indicated the Mr<br \/>\n        of the Government of India         Tripathi has requested for counting of his past service<br \/>\n        guidelines dated 30\/05\/1995.       rendered in the Directorate General of Mines safety<br \/>\n                                           (copy enclosed). Accordingly a letter has been sent to<br \/>\n                                           Deputy Registrar, ISM vide this directorate&#8217;s letter<br \/>\n                                           No.Adm.I\/PF\/663\/1824 dated 10\/02\/1997 (copy<br \/>\n                                           enclosed) mentioning therein that Mr. Tripathi is<br \/>\n                                           eligible for the count of his past service.<br \/>\n                                           B) The Directorate&#8217;s letter No.Adm.I\/PF\/663\/1311 &amp;<br \/>\n                                           3131 dated 21\/11\/2000 &amp; 14\/12\/2005 also mentioned<br \/>\n                                           that since Mr. Tripathi had opted for the counting of his<br \/>\n                                           past service for the purpose of pensionary benefits, it<br \/>\n                                           was said that he was not entitled to any retirement<br \/>\n                                           benefits by the DGMS.\n<\/p>\n<p>2. A copy of the advice of DGMs as A copy enclosed<br \/>\n             referred to, in the letter D.O NO. A\n<\/p>\n<p>             &#8211; 38011\/4\/96- ISH dated 08\/02\/2006<br \/>\n             issued by Mr. C A Bhaskaran, the<br \/>\n             Director.\n<\/p>\n<p>Grounds for the First Appeal:\n<\/p>\n<p>Unsatisfactory information provided by the PIO<\/p>\n<p>Order of the First Appellate Authority (FAA):<br \/>\nAppeal was dismissed.\n<\/p>\n<p>Grounds for the Second Appeal:\n<\/p>\n<p>Unsatisfactory information provided by the PIO and Dismissal of Appeal by the FAA.\n<\/p>\n<p>Relevant Facts emerging during Hearing:<br \/>\nThe following were present<br \/>\nAppellant: Absent;\n<\/p>\n<p>Respondent: Mr. C. B. Prasad, Public Information Officer &amp; DGMS (Dhanbad);\n<\/p>\n<p>        The appellant has sought information about action taken in 1997. The appellant claims that the<br \/>\ndeficiency in the information is that the name and official address of the officer which was sought in<br \/>\nquery-1 has not been given. The PIO is directed to provide this information to the appellant.\n<\/p>\n<p>Decision:\n<\/p>\n<p>The Appeal is allowed.\n<\/p>\n<p>      The PIO is directed to provide the name and official address of the officer who<br \/>\nhad stated that the appellant was not eligible for pensionary benefits from DGMS.
