Surendra, GM &amp; Appellate Authority\n\nParties Present:    For Respondent:\n                    Mr. Kuruvilla George, DGM\n\n                    Appellant not present.\n\nFACTS<\/pre>\n<p>:\n<\/p>\n<p>      The appellant has sought information under RTI Act by his letter dated<br \/>\n28.11.2007 addressed to General Manager, Syndicate Bank, Anna Salai,<br \/>\nChennai seeking information regarding his application for jewel loan. The<br \/>\nAlternate PIO by his letter dated 26.12.2007 has given reply. Not satisfied with<br \/>\nthe reply the appellant preferred a first appeal before the first AA on 25.01.2008.<br \/>\nThe First AA by his decision dated 2.2.2008 has disposed of this appeal.<br \/>\nAggrieved with the disposal of these applications the appellant preferred this<br \/>\nappeal before the Commission on 28.2.2008. Comments were called for from<br \/>\nthe public authority and the same has been received on 2.7.2008 and the<br \/>\nappellant has also filed his rejoinder dated 17.7.2008. This case was taken up<br \/>\nfor hearing on 3.10.2008, which was attended by the DGM of the Bank. The<br \/>\nappellant did not attend the hearing.\n<\/p>\n<p>DECISION\n<\/p>\n<p>2.    I have gone through the RTI application and other replies received in this<br \/>\nconnection. The matter has been deliberated in detail during the hearing. The<br \/>\nappellant has approached the Branch of the Bank for jewel loan and it appears<br \/>\nhe was asked to pay certain amount. Since the Branch manager has not<br \/>\nproduced a copy of the instruction and he stated that he is stating this as per the<br \/>\nsuperior officers&#8217; direction. In order to clarify the rules for payment of this<br \/>\namount, the appellant has filed this RTI application. As far as the RTI application<br \/>\nis concerned, the PIO has given reply. It is made clear during the hearing it is<br \/>\nnot supported by any bank rules and regulations and the PIO has already<br \/>\nprovided the criteria for sanctioning of bank loan and what are the charges he is<br \/>\nexpected to pay like service charges etc has already been indicated under RTI<br \/>\n<span class=\"hidden_text\">                                               1<\/span><br \/>\n Act. Under RTI Act one can ask for information according to the provisions of the<br \/>\nAct if it is available in material form. However, since the appellant has raised<br \/>\nsome issue in respect of Branch Manager, I would direct the CPIO to take up the<br \/>\nmatter with the concerned Branch Manager in order to know what has happened<br \/>\nin the Branch on that particular day and advise him suitably in the matter in<br \/>\nrespect of sanctioning of loans under various heads in the Bank. As far as the<br \/>\nappellant is concerned, in case if he is interested in jewel loan he is free to file<br \/>\napplication before the Branch manager based on the information, which he has<br \/>\nalready received from the CPIO.
