Jalpaiguri having borders with Bhutan and Bangladesh has become a safe haven for the militant activities. Kumergram block of Jalpaiguri district adjacent to Kalikhola Sub Division, Samchi district is being used by the terrorist to do the mischief and flee away for the safe haven in Bhutan. Moreover, they have a large number of training camps in Bhutan bordering these places of North Bengal. The hydro electric power project of the Government of India is situated at Kerabari above Kalikhola, and its security in view of this insurgency is at stake.
