Eventhough   petitioner   filed   appeal<\/p>\n<p>against   the   order   before   the   Government,   petitioner   again<\/p>\n<p>remitted fees and demanded inspection by the second respondent.<\/p>\n<p>Standing   counsel   submitted   that   after   conducting   inspection   on<\/p>\n<p>24-11-2006   the   second   respondent   still   declined   recognition   for<\/p>\n<p>want of facilities.  The first appeal filed by the petitioner is stated<\/p>\n<p>to   be   not   received   by   the   Government.     However,   Government<\/p>\n<p>Pleader   submitted   that   a   representation   dated   4-10-2006   was<\/p>\n<p>received from the petitioner.\n<\/p>\n<\/p>\n<p>       2.
