No.17505 of 2010 (K)\n             ---------------------------------\n              Dated, this the 14th day of June, 2010\n\n                           J U D G M E N T\n<\/pre>\n<p>      The petitioner&#8217;s main complaint is that in the matter of<\/p>\n<p>selection to the post of Anganwadi Workers, she has been wrongly<\/p>\n<p>denied marks, which are provided for in Ext.P4. To substantiate this<\/p>\n<p>contention, referring to Ext.P5, the learned counsel contends that<\/p>\n<p>although to the inmates of SWD (Social Welfare Department) Hostel,<\/p>\n<p>marks are provided, no mark has been awarded to the petitioner. It<\/p>\n<p>is on this basis, challenge has been raised.<\/p>\n<p>      2.    However, the learned Government Pleader referring to<\/p>\n<p>Ext.P4 Government Order providing the guidelines states that marks<\/p>\n<p>are to be awarded to the inmates of hostels, which are under the<\/p>\n<p>control of the SWD. Reference in this connection is made to Clause<\/p>\n<p>12 of Ext.P4. It is stated that Ext.P1 is the certificate produced by<\/p>\n<p>the petitioner and that the said certificate has been issued by the<\/p>\n<p>Board of Control of Orphanages and Other Charitable Homes, which<\/p>\n<p>is not an establishment under the control of SWD.<\/p>\n<p>WP(C) No.17505\/2010<br \/>\n<span class=\"hidden_text\">                                  -2-<\/span><\/p>\n<p>     3.     Column 12 of Ext.P4 provides that inmates of hostels<\/p>\n<p>under the control of SWD are eligible for marks as provided therein.<\/p>\n<p>Admittedly, Ext.P1 certificate produced, at best, is issued by an<\/p>\n<p>organisation recognised by the SWD, and it is not a hostel under the<\/p>\n<p>control of the SWD.\n<\/p>\n<p>     If so, as rightly contended by the learned Government Pleader,<\/p>\n<p>the petitioner can have no grievance.\n<\/p>\n<p>     The writ petition fails and is accordingly dismissed.<\/p>\n<p>                                   (ANTONY DOMINIC, JUDGE)<br \/>\njg<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kerala High Court Safiyamma. vs State Of Kerala on 14 June, 2010 IN THE HIGH COURT OF KERALA AT ERNAKULAM WP(C).No. 17505 of 2010(K) 1.
