Justice V.GIRI\n\n Dated :12\/09\/2007\n\n O R D E R\n                                V.GIRI,J.\n                 -----------------------------------------\n                      W.P.(C) NO.27083 of 2007\n                 -----------------------------------------\n\n           Dated this the 12th day of September, 2007\n\n                               JUDGMENT\n<\/pre>\n<p>      The petitioner, a physically handicapped person, was appointed<\/p>\n<p>as Works Superintendent Grade II on a provisional basis, as per Order<\/p>\n<p>of the Executive Engineer, PH Division, Palakkad on 16.3.1981.<\/p>\n<p>According to the petitioner, his services have subsequently         been<\/p>\n<p>regularised and higher grade on completion of 10 years services was<\/p>\n<p>also sanctioned to him. He contends that he is entitled to higher time<\/p>\n<p>scale and has moved Ext.P2 representation in this regard before the<\/p>\n<p>Managing Director of Kerala Water Authority.<\/p>\n<p>      2. I have heard the learned Standing Counsel for the Water<\/p>\n<p>Authority as well.\n<\/p>\n<p>      3.
