The Complainant filed his RTI application on 09.08.09 with the PIO, North<br \/>\n      Eastern Railway, Varanasi stating that in 1978 he was recruited in June, 1978<br \/>\n      as casual labourer for working in the Railways and that on 20.08.1999 a letter<br \/>\n      was received by him to appear in a screening test and that he had appeared<br \/>\n      in the test. The Applicant stated that he has not received any information<br \/>\n      about recruitment till date on the basis of test results . In this connection, he<br \/>\n      requested for the names of candidates who appeared for the test and of those<br \/>\n      who have been employed during the period1978 to 2008.\n<\/p>\n<p>2.    The PIO replied on 24.10.08 stating that on 20.08.1999 the Applicant was not<br \/>\n      called for any screening test and that no letter has been sent to the Appellant<br \/>\n      to appear in the test and also that      the office does not have any list of<br \/>\n      labourers who were employed during the year 1978 to 2008. Not           satisfied<br \/>\n      with the reply, the Applicant filed a Complaint on 29.12.08 before the<br \/>\n      Commission\n<\/p>\n<p>3.    The Bench of Mrs. Annapurna Dixit, Information Commissioner scheduled the<br \/>\n      hearing for 24th December, 2009.\n<\/p>\n<p>4.    Mr. D.S. Dariyal, Sr.DMM &amp; CPIO, Mr.I. A. Khan, Sr. Clerk, Mr.S.P.Singh, Sr.<br \/>\n      Clerk and Mr. Rajesh Pd., Hd. Ck represented the Public Authority.\n<\/p>\n<p>5.    The Complainant was heard over telephone during the hearing.\n<\/p>\n<p>Decision\n<\/p>\n<p>6.    The Respondent submitted that the Complainant was provided clarification<br \/>\n      about the details of his placement in the       seniority list. The Complainant<br \/>\n      submitted that he would like to see the seniority list, a copy of which was<br \/>\n      then handed over to the Appellant by the Respondent during the course of<br \/>\n      hearing .
