Since   the<\/p>\n<p>order   is   passed   only   by   the   Works   Manager   and   since   the<\/p>\n<p>petitioner   seeks   the   benefit   of   the   Government   Orders,   it   is<\/p>\n<p>submitted  that the  petitioner may  be  permitted  to   approach  the<\/p>\n<p>Government.     There   is   no   counter   affidavit.
