   1. The\u00a0 Applicant\u00a0 filed\u00a0 his\u00a0RTI\u00adapplication\u00a0dated\u00a024.05.2011\u00a0with\u00a0the\u00a0Chief\u00a0Engineer\u00adI,\u00a0Irrigation\u00a0and\u00a0<\/p>\n
        Flood\u00a0Control\u00a0Department,\u00a0Delhi\u00a0seeking\u00a0certain\u00a0information\u00a0about\u00a0a\u00a0work\u00a0carried\u00a0out\u00a0by\u00a0the\u00a0public\u00a0<\/p>\n
        authority\u00a0which,\u00a0according\u00a0to\u00a0the\u00a0Applicant,\u00a0had\u00a0started\u00a0on\u00a028.12.2010.\u00a0He\u00a0(Applicant)\u00a0had\u00a0described\u00a0<\/p>\n
        the\u00a0said\u00a0work\u00a0as\u00a0“restoration\u00a0of\u00a0approach\u00a0road\u00a0from\u00a0irrigation\u00a0channel\u00a0(near\u00a0RD\u00a0771\u00a0M)\u00a0toward\u00a0Shiv \u00a0<\/p>\n
        Ram\u00a0Park\u00a0Nilothi\u00a0area”.\u00a0 The\u00a0PIO,\u00a0vide\u00a0his\u00a0letter\u00a0dated\u00a007.07.2011,\u00a0while\u00a0answering\u00a0the\u00a0Appellant’s\u00a0<\/p>\n
        RTI\u00adqueries\u00a0point\u00adwise,\u00a0also\u00a0categorically\u00a0informed\u00a0him\u00a0that\u00a0no\u00a0information\u00a0is\u00a0available\u00a0about\u00a0any\u00a0<\/p>\n
        work\u00a0which\u00a0had\u00a0started\u00a0on\u00a028.12.2010.\u00a0\u00a0He,\u00a0however,\u00a0mentioned\u00a0that\u00a0the\u00a0official\u00a0letter\u00a0(referred\u00a0to\u00a0in\u00a0<\/p>\n
        the\u00a0above\u00a0RTI\u00adapplication)\u00a0submitted\u00a0by\u00a0the\u00a0Applicant\u00a0and\u00a0on\u00a0which\u00a0the\u00a0Applicant\u00a0is\u00a0relying\u00a0while\u00a0<\/p>\n
        seeking\u00a0the\u00a0information\u00a0under\u00a0RTI,\u00a0dated\u00a020.06.2011\u00a0does\u00a0not\u00a0carry\u00a0its\u00a0full\u00a0contents\u00a0and\u00a0thereby\u00a0<\/p>\n
        shows \u00a0 the \u00a0 act \u00a0 of \u00a0 concealment \u00a0 of \u00a0 facts\u00a0 by\u00a0 the \u00a0 Applicant\u00a0 which \u00a0 is \u00a0 a \u00a0 criminal \u00a0 offence. \u00a0 He\u00a0 (PIO),\u00a0<\/p>\n
        therefore,\u00a0asked\u00a0the\u00a0Applicant\u00a0to\u00a0disclose\u00a0the\u00a0source\u00a0of\u00a0the\u00a0said\u00a0official\u00a0letter.\u00a0<\/p>\n
   2. The\u00a0Applicant,\u00a0in\u00a0the\u00a0meanwhile,\u00a0filed\u00a0his\u00a01st\u00adappeal\u00a0dated\u00a023.06.2011\u00a0with\u00a0the\u00a0Appellate\u00a0Authority\u00a0<\/p>\n
        (AA)\u00a0which\u00a0the\u00a0AA\u00a0dismissed\u00a0vide\u00a0his\u00a0order\u00a0dated\u00a018.07.2011\u00a0on\u00a0the\u00a0ground\u00a0that\u00a0the\u00a0Appellant\u00a0has\u00a0<\/p>\n
        failed\u00a0to\u00a0appear\u00a0in\u00a0his\u00a0(AA)\u00a0office\u00a0on\u00a014.07.2011\u00a0at\u00a011:00\u00a0a.m.\u00a0in\u00a0response\u00a0to\u00a0his\u00a0office\u00a0letter\u00a0dated\u00a0<\/p>\n
        04.07.2011. \u00a0 Aggrieved \u00a0 with \u00a0 this, \u00a0 the \u00a0 Appellant \u00a0 filed \u00a0 the \u00a0 present \u00a0 petition \u00a0 dated \u00a0 nil \u00a0 before \u00a0 the\u00a0<\/p>\n
        Commission\u00a0(received\u00a0on\u00a010.08.2011)\u00a0requesting\u00a0that\u00a0the\u00a0photocopy\u00a0of\u00a0complete\u00a0file\u00a0of\u00a0the\u00a0above\u00a0<\/p>\n
        described\u00a0work\u00a0be\u00a0directed\u00a0to\u00a0be\u00a0furnished\u00a0to\u00a0him.<\/p>\n
Decision<\/p>\n
   3.   During\u00a0the\u00a0hearing,\u00a0the\u00a0Respondents,\u00a0while\u00a0admitting\u00a0that\u00a0the\u00a0work\u00a0described\u00a0by\u00a0\u00a0the\u00a0Appellant\u00a0has\u00a0<\/p>\n
        been \u00a0 executed, \u00a0 maintained \u00a0 that \u00a0 they \u00a0 have \u00a0 no \u00a0 records \u00a0 showing \u00a0 the \u00a0 start \u00a0 of \u00a0 the \u00a0 above \u00a0 work \u00a0 on\u00a0<\/p>\n
        28.12.2010–the \u00a0 date \u00a0 the \u00a0 Appellant \u00a0 has \u00a0 mentioned \u00a0 in \u00a0 his \u00a0 RTI\u00adapplication. \u00a0 The \u00a0 Appellant’s\u00a0<\/p>\n
        representative \u00a0 then \u00a0 stated \u00a0 that \u00a0 the \u00a0 Appellant \u00a0 might \u00a0 have \u00a0 indicated \u00a0 ‘the \u00a0 wrong \u00a0 date’ \u00a0 in \u00a0 his \u00a0 RTI\u00ad
\n            application,\u00a0but\u00a0the\u00a0information\u00a0he\u00a0wants\u00a0to\u00a0obtain\u00a0is\u00a0admittedly\u00a0present\u00a0with\u00a0the\u00a0Respondents.\u00a0He\u00a0<\/p>\n
           accordingly\u00a0requested\u00a0that\u00a0the\u00a0Appellant\u00a0be\u00a0given\u00a0an\u00a0attested\u00a0copy\u00a0of\u00a0the\u00a0complete\u00a0file\u00a0dealing\u00a0with\u00a0<\/p>\n
           the \u00a0 above \u00a0 described \u00a0 work. \u00a0 The \u00a0 Respondents \u00a0 \u00a0 stated \u00a0 that \u00a0 they \u00a0 would \u00a0 be \u00a0 happy \u00a0 to \u00a0 provide \u00a0 the\u00a0<\/p>\n
           information.\u00a0\n<\/p>\n<\/p>\n
      4.   In\u00a0view\u00a0of\u00a0the\u00a0above,\u00a0it\u00a0is\u00a0directed\u00a0that\u00a0the\u00a0PIO\u00a0shall\u00a0furnish\u00a0attested\u00a0copy\u00a0of\u00a0complete\u00a0file,\u00a0dealing\u00a0<\/p>\n
           with\u00a0the\u00a0above\u00a0described\u00a0work,\u00a0to\u00a0the\u00a0Appellant\u00a0after\u00a0collecting\u00a0from\u00a0him\u00a0the\u00a0requisite\u00a0fee\u00a0i.e\u00a0Rs.\u00a02\/\u00ad\u00a0<\/p>\n
