The\u00a0Applicant\u00a0filed\u00a0his\u00a0RTI\u00adapplication\u00a0dated\u00a006.05.2011\u00a0with\u00a0the\u00a0PIO,\u00a0Bhagwan\u00a0Mahavir\u00a0Hospital,\u00a0<\/p>\n<p>         GNCTD, \u00a0 Delhi, \u00a0 seeking \u00a0 information \u00a0 against \u00a0 17 \u00a0 items \u00a0 (such \u00a0 as, \u00a0 present \u00a0 posting; \u00a0 salary \u00a0 details;\u00a0\n<\/p>\n<p>         educational\u00a0certificate\u00a0property\u00a0returns;\u00a0LTC\u00a0bills;\u00a0bank\u00a0Account\u00a0details\u00a0etc.)\u00a0in\u00a0respect\u00a0of\u00a0Ms\u00a0Sashi\u00a0<\/p>\n<p>         Parbha,\u00a0an\u00a0employee\u00a0of\u00a0the\u00a0public\u00a0authority.\u00a0The\u00a0PIO,\u00a0on\u00a006.09.2011,\u00a0furnished\u00a0all\u00a0information\u00a0to\u00a0the\u00a0<\/p>\n<p>         Applicant\u00a0except\u00a0information\u00a0related\u00a0to\u00a0item\u00a0nos.\u00a05,\u00a06,\u00a011\u00a0and\u00a012\u00a0since\u00a0it\u00a0was\u00a0personal\u00a0to\u00a0the\u00a0third\u00a0<\/p>\n<p>         party.\u00a0The\u00a0Applicant\u00a0thereafter\u00a0field\u00a0his\u00a01st\u00adappeal\u00a0with\u00a0the\u00a0Appellate\u00a0Authority\u00a0on\u00a004.07.2011,\u00a0which\u00a0<\/p>\n<p>         apparently\u00a0was\u00a0not\u00a0decided\u00a0by\u00a0the\u00a0AA.\u00a0The\u00a0Appellant,\u00a0thereafter,\u00a0filed\u00a0the\u00a0present\u00a0petition\u00a0before\u00a0the\u00a0<\/p>\n<p>         Commission\u00a0on\u00a001.08.2011\u00a0requesting\u00a0for\u00a0the\u00a0disclosure\u00a0of\u00a0information\u00a0in\u00a0respect\u00a0of\u00a0item\u00a0nos.\u00a05,\u00a06,\u00a0<\/p>\n<p>         11\u00a0&amp;\u00a012.\u00a0He\u00a0also\u00a0alleged\u00a0that\u00a0the\u00a0PIO\u00a0had\u00a0manipulated\u00a0his\u00a0reply\u00a0in\u00a0respect\u00a0of\u00a0item\u00a0no.\u00a016\u00a0of\u00a0his\u00a0RTI\u00ad<\/p>\n<p>         application.\u00a0\n<\/p>\n<p>Decision<\/p>\n<p>    2.   During\u00a0the\u00a0hearing,\u00a0the\u00a0Appellant&#8217;s\u00a0RTI\u00adqueries\u00a0(i.\u00a05,\u00a06,\u00a011,\u00a012\u00a0&amp;\u00a016)\u00a0brought\u00a0up\u00a0in\u00a0the\u00a0present\u00a0appeal\u00a0<\/p>\n<p>         were\u00a0discussed\u00a0as\u00a0given\u00a0below:\n<\/p>\n<p>Item\u00a0No.\u00a05:\n<\/p>\n<blockquote><p>    3.   The\u00a0Appellant\u00a0herein\u00a0wants\u00a0to\u00a0obtain\u00a0copies\u00a0of\u00a0educational\u00a0certificate\u00a0of\u00a0the\u00a0third\u00a0party.\u00a0<\/p>\n<\/blockquote>\n<blockquote><p>         This\u00a0 variety\u00a0 of\u00a0 information\u00a0 is \u00a0 decidedly\u00a0disclosable\u00a0since\u00a0on\u00a0the\u00a0basis\u00a0of\u00a0this\u00a0very\u00a0information\u00a0a\u00a0<\/p>\n<p>         person\u00a0receives\u00a0appointment\u00a0in\u00a0the\u00a0public\u00a0authority.\u00a0 \u00a0The\u00a0PIO\u00a0is,\u00a0therefore,\u00a0directed\u00a0to\u00a0supply\u00a0this\u00a0<\/p>\n<p>         information\u00a0to\u00a0the\u00a0Appellant\u00a0by\u00a025\u00a0November,\u00a02011.\n<\/p><\/blockquote>\n<blockquote>\n<\/blockquote>\n<p>Item\u00a0No.\u00a06:\n<\/p>\n<blockquote><p>       4.   The\u00a0Appellant\u00a0herein\u00a0has\u00a0asked\u00a0for\u00a0the\u00a0annual\u00a0property\u00a0returns\u00a0of\u00a0the\u00a0third\u00a0party.\u00a0<\/p>\n<p>           I\u00a0see\u00a0no\u00a0larger\u00a0public\u00a0interest\u00a0being\u00a0served\u00a0in\u00a0the\u00a0present\u00a0case\u00a0which\u00a0would\u00a0warrant\u00a0the\u00a0disclosure\u00a0of\u00a0<\/p>\n<p>           this \u00a0 information. \u00a0 It \u00a0 is, \u00a0 therefore, \u00a0 directed \u00a0 that \u00a0 there \u00a0 shall \u00a0 be \u00a0 no \u00a0 disclosure \u00a0 obligation \u00a0 on \u00a0 the\u00a0<\/p>\n<p>           Respondents\u00a0with\u00a0regard\u00a0to\u00a0this\u00a0item.\n<\/p><\/blockquote>\n<p>Item\u00a0No.\u00a011\u00a0&amp;\u00a012:\n<\/p>\n<blockquote><p>      5.   The\u00a0Appellant\u00a0wants\u00a0to\u00a0obtain\u00a0the\u00a0details\u00a0of\u00a0the\u00a0Bank\u00a0account\u00a0of\u00a0the\u00a0third\u00a0party\u00a0along\u00a0with\u00a0her\u00a0PAN\u00a0<\/p>\n<p>           number.\n<\/p><\/blockquote>\n<blockquote>\n<p>           This\u00a0is\u00a0again\u00a0purely\u00a0a\u00a0personal\u00a0information\u00a0to\u00a0the\u00a0third\u00a0party,\u00a0disclosure\u00a0of\u00a0which\u00a0cannot\u00a0be\u00a0authorized\u00a0<\/p>\n<p>           without\u00a0any\u00a0larger\u00a0public\u00a0interest,\u00a0which\u00a0the\u00a0Appellant\u00a0has\u00a0failed\u00a0to\u00a0establish\u00a0in\u00a0the\u00a0present\u00a0case.<\/p>\n<\/blockquote>\n<p>Item\u00a0No.\u00a016:\n<\/p>\n<blockquote><p>      6.
