Justice HARUN-UL-RASHID\n\n Dated :24\/12\/2007\n\n O R D E R\n            P.R.RAMAN &amp; HARUN-UL-RASHID, JJ.\n            -------------------------------\n                  W.P.(C)NO.38193 OF 2007\n            --------------------------------\n            Dated this the 24th day of December, 2007\n\n                             JUDGMENT\n<\/pre>\n<p>Raman, J.\n<\/p>\n<p>      Petitioners are elected members of Kottayam District Panchayat.<\/p>\n<p>By Ext.P2 notice the 3rd respondent summoned the petitioners to<\/p>\n<p>attend the meeting scheduled to be held on 2\/1\/2008 for electing the<\/p>\n<p>new President for the Kottayam District Panchayat.             Petitioners<\/p>\n<p>apprehend that in view of the severe threat to their life from some<\/p>\n<p>political parties, they may not be in a position to exercise their<\/p>\n<p>franchise without fear.\n<\/p>\n<p>      2. Heard the learned Government Pleader also.<\/p>\n<p>      3.
