SEMA &amp; LOKESHWAR SINGH PANTA\n\nJUDGMENT:\n<\/pre>\n<p>JUDGMENT<\/p>\n<p>O R D E R<br \/>\nWRIT PETITION(CIVIL) NO. 459 OF 2006<\/p>\n<p>\tHeard the parties.\n<\/p>\n<p>\tThis petition is filed under Article 32 of the Constitution of India by eight individuals<br \/>\npraying the following reliefs:\n<\/p>\n<p>\t&#8220;a)\tDirect Respondent No.9 to immediately<br \/>\ncease all construction activity in and around X-Block in<br \/>\nparticular in DLF Phase-II and III and in particular,<br \/>\nbuildings identified as 2,4,9,10,11,12,13,17 and 18 to in the<br \/>\nMap enclosed.\n<\/p>\n<p>\tb)\tDirect Respondent No.8 to seal all wells\/<br \/>\ntubewells\/borewells and drillers in the buildings of<br \/>\nRespondent No.9, which are illegally extracting ground water.\n<\/p>\n<p>\tc)\tRestrain Respondent No.9 from either<br \/>\nletting or selling any of the properties or part of the property<br \/>\nwhich are in violation of Environmental laws and have been<br \/>\nidentified in the map enclosed.\n<\/p>\n<p>&#8230;..2<\/p>\n<p>&#8211; 2 &#8211;\n<\/p>\n<p>\td)\tDirect the Central Bureau of Investigation<br \/>\nto investigate as to how the buildings shown in the map have<br \/>\ncome up in flagrant violations of the law.\n<\/p>\n<p>\te)\tDirect Respondent No.1 to 8 to strictly<br \/>\nenforce the law and further direct them to issue notices to the<br \/>\noccupants of the building to vacate the premises and<br \/>\nthereafter to seal the same.\n<\/p>\n<p>\tf)\tDirect various Authorities to reply to the<br \/>\npending application under the Right to Information Act.\n<\/p>\n<p>\tg)\tDirect Respondent No.6 and 7 to produce<br \/>\noriginal Master Plan, the present Master Plan and also the<br \/>\nvarious amendments thereto and also the proof regarding the<br \/>\nvarious Public notices given as required under Section 102 of<br \/>\nthe HUDA Act, 1977.\n<\/p>\n<p>\th)\tDirect Respondents 1 to 8 to initiate<br \/>\nappropriate action against the their employees\/officers who<br \/>\nhave illegally approved\/sanctioned the building plans of<br \/>\nRespondent No.9 in violation of various laws including<br \/>\nEnvironmental laws.&#8221;\n<\/p>\n<p>\tOn reading of the reliefs prayed for in this petition, we  are  afraid  that  this  Court<br \/>\nis  not  the  appropriate<br \/>\n&#8230;&#8230;&#8230;3.\n<\/p>\n<p>&#8211; 3 &#8211;\n<\/p>\n<p>authority to grant such relief.  If the petitioner has any grievance he is at liberty to<br \/>\napproach the appropriate authority.
