The Applicant filed his RTI request on 25.06.09 with the CPIO, CLW, Chittaranjan<br \/>\n      seeking certified copies of notings, draftings, proceedings related to temporary<br \/>\n      transfer post of Principal, DV(G) HM for operation as OSD(School) dated 25.08.08,<br \/>\n      including reasons besides information against other related points. The PIO replied<br \/>\n      on 29.07.09 enclosing photocopy of notings and informing the Applicant that the post<br \/>\n      of Principal DV(Girls) HM has been temporarily transferred for operation as<br \/>\n      OSD\/School vide O.O. dated 25.08.08. Not satisfied with the reply, the Applicant filed<br \/>\n      his First Appeal on 28.07.09 stating that no information has been given against letter<br \/>\n      dated 25.06.09. The Appellate Authority in his order dated 11.08.09 stated that he<br \/>\n      had gone through the Appeal and has observed that Dy. CPO(W) &amp; CPIO has already<br \/>\n      supplied the information on 29.07.09. Being aggrieved with the reply, the Applicant<br \/>\n      filed his Second Appeal before the Commission on 07.09.09 stating that certified<br \/>\n      copies of notings, draftings, proceeding has not been provided and reasons have not<br \/>\n      been furnished and that no information has been provided with regard to period for<br \/>\n      which the post of Principal DV(G) HM will be vacant.\n<\/p>\n<p>2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner scheduled the<br \/>\n      hearing for 28th January, 2010.\n<\/p>\n<p>3.    Mr. A.P. Dey, CPIO, Mr.A.Chakraborty, Welfare Inspector, Mr. A.K. Sinha, CLA and Mr.<br \/>\n      A. Roy, Steno represented the Public Authority through video conferencing.\n<\/p>\n<p>4.    The Appellant was not present during the hearing.<br \/>\nDecision<\/p>\n<p>5.    The    Respondent    submitted    that    against   point   1    certified   copies   of   all<br \/>\n      notings\/draftings\/proceedings     etc. including order given by Dy. GM have been<br \/>\n      provided to the Appellant. He also stated that the reasons\/causesetc. against point 2<br \/>\n      etc is contained in the file notings which have already been furnished to the Appellant<br \/>\n      against point no. 1 and that no additional information is available in this regard. As for<br \/>\n      the question on how long the post of principal DG(G) HM will be vacant, the<br \/>\n      Respondent stated that the General Manager has the discretionary power to decide on<br \/>\n      how long the post should remain be vacant and that no information in this regard is<br \/>\n        available in the records.
