Justice P.N.RAVINDRAN\n\n Dated :19\/07\/2010\n\n O R D E R\n          J.Chelameswar, CJ. &amp; P.N.Ravindran, J.\n           - - - - - - - - - - - - - - - - - - - - - - - - - - - -\n                       W.A.No. 1228 OF 2010\n           - - - - - - - - - - - - - - - - - - - - - - - - - - - -\n               Dated this the 19th day of July, 2010\n\n                              JUDGMENT\n<\/pre>\n<p>J.Chelameswar, CJ.\n<\/p>\n<p>       The unsuccessful petitioner in W.P.(C) No.18762 of 2010<\/p>\n<p>preferred this appeal, aggrieved by the judgment dated<\/p>\n<p>16.06.2010.\n<\/p>\n<p>       2. The appellant initially joined the Panchayat Common<\/p>\n<p>Service as a Bill Collector in 1982.            In the year 1985, the<\/p>\n<p>appellant was appointed to the post of Typist. The seniority<\/p>\n<p>lists in the category of Typist were published in the year 1990<\/p>\n<p>and 1993.       It appears from the seniority lists that the<\/p>\n<p>appellant&#8217;s prior service for the period between 1982 and 1985<\/p>\n<p>was not given credit to in reckoning her seniority in the<\/p>\n<p>category of Typist.        Subsequently, the appellant was also<\/p>\n<p>promoted     as    Head      Clerk.        The     appellant     submitted<\/p>\n<p>representations, Exts.P4 and P5, in the year 2009 complaining<\/p>\n<p>that her service during the period of 1982-&#8217;85 was not taken<\/p>\n<p>into consideration while determining her seniority.<\/p>\n<p>WA No. 1228 of 2010<br \/>\n<span class=\"hidden_text\">                               -:2:-<\/span><\/p>\n<p>     A learned Judge of this Court dismissed the writ petition on<\/p>\n<p>the ground that the claim is barred by laches, in view of the long<\/p>\n<p>lapse of time between the cause of action and the date of<\/p>\n<p>representations.  We do not see any reason to interfere with the<\/p>\n<p>findings of the learned Judge.
