Appellant was absent,<br \/>\nwhile the respondents were represented by Shri R. Srinivasan, Director<br \/>\n(Legal) &amp; CPIO.\n<\/p>\n<p>2.    Through his RTI-application dated 08.09.2009, the appellant<br \/>\nsought seven items of information relating to names and designations of<br \/>\nthe officers of the Comptroller and Auditor General of India deputed to<br \/>\nthe University of Delhi from time to time in the last 10 years for<br \/>\nappointment as Finance Officers. Appellant, thereafter, proceeded to<br \/>\nask a series of questions regarding educational qualifications and career<br \/>\nprogression of a third-party, Mr.S.K.Jaipuriar, who was apparently<br \/>\ndeputed to the University of Delhi for appointment as Finance Officer.<br \/>\nHis question also related to the deputation particulars of the said<br \/>\nthird-party along with certain other details.\n<\/p>\n<p>3.    Through his communication dated 12.10.2009, CPIO provided to<br \/>\nthe appellant a wide range of information relating to the RTI-queries.\n<\/p>\n<p>4.    Appellant went up in first-appeal before the Appellate Authority,<br \/>\nShri Jagbans Singh, Principal Director (Headquarters) mentioning that<br \/>\nCPIO had failed to provide to him certain important pieces of<br \/>\ninformation and also alleged that parts of the information provided was<br \/>\nincorrect.\n<\/p>\n<p>5.    In his order dated 18.11.2009, Appellate Authority directed CPIO<br \/>\nto furnish to the appellant further information within 10 days.\n<\/p>\n<p>6.    CPIO, thereafter, furnished to the appellant further information<br \/>\nthrough his communication dated 26.11.2009.\n<\/p>\n<p>7.    Appellant in his second-appeal has requested that the Appellate<br \/>\nAuthority be directed to decide the first-appeal as per Rules &#8220;without<br \/>\nsimply delegating to his CPIO who had already responded exhausting all<br \/>\nAT-08032010-05.doc<br \/>\n<span class=\"hidden_text\">                                                              Page 1 of 2<\/span><br \/>\n his ability and sincerity and cannot be expected beyond it on his own.&#8221;<br \/>\n[sic]<\/p>\n<p>Decision:\n<\/p>\n<p>8.    I find that CPIO, on his own, had provided to the appellant<br \/>\nconsiderable information relating to his RTI-queries but appellant feels<br \/>\nthat parts of his queries were not replied to. In situations such as this,<br \/>\nthe best that can be done is to allow the appellant to inspect the<br \/>\nsubject-file in order to satisfy himself that information provided to him<br \/>\nwas not only correct but also as was available in the file.\n<\/p>\n<p>9.    It is accordingly directed that within two weeks of the receipt of<br \/>\nthis order on a day and time to be intimated to the appellant by the<br \/>\nCPIO, appellant shall be allowed to inspect all files, records, documents<br \/>\nheld in regard to the queries and his RTI-application dated 08.09.2009.<br \/>\nAppellant should be allowed to take copies of the documents on<br \/>\npayment of the requisite fee.\n<\/p>\n<p>10.    Appeal disposed of with these directions.\n<\/p>\n<p>11.    Copy of this direction be sent to the parties.\n<\/p>\n<p>                                                         ( A.N.
