JUSTICE JASBIR SINGH<\/p>\n<p>PRESENT: Mr. Baldev Kapoor,<br \/>\n         Advocate, for the petitioner.\n<\/p>\n<p>            Mr. Tarunveer Vashisht, Addl. A.G., Haryana,<\/p>\n<p>JASBIR SINGH, J. (oral)<\/p>\n<p>Order.\n<\/p>\n<p>            Mr. Samir Mathur, IAS, Financial Commissioner and Principal<\/p>\n<p>Secretary to Government of Haryana, is present in Court. He has assured<\/p>\n<p>this Court that in future, all communications addressed to the Department by<\/p>\n<p>the High Court or Advocate General&#8217;s office shall be responded quickly.<\/p>\n<p>            In view of above, his appearance is exempted. He has also<\/p>\n<p>filed an affidavit on record, which reads thus:<\/p>\n<blockquote><p>            &#8220;1. That Draft reciprocal Transport Agreement between Utter<\/p>\n<p>            Pradesh and Haryana had been prepared and signed by both the<\/p>\n<p>            States. The Haryana State has already notified draft agreement<\/p>\n<p>            on 5.9.2008 for inviting objections\/ suggestions.<\/p>\n<\/blockquote>\n<blockquote><p>            2. That the objections\/ suggestions so received, to decide the<br \/>\n<span class=\"hidden_text\"> CIVIL WRIT PETITION NO. 6716 OF 2009                        -2-<\/span><\/p>\n<p>                objections, an opportunity of personal hearing was also<\/p>\n<p>                afforded on 17.10.2008.\n<\/p><\/blockquote>\n<blockquote><p>                3. That the objections received have also been decided by the<\/p>\n<p>                Financial Commissioner &amp; Principal Secretary to Govt.<\/p>\n<p>                Haryana on 24.2.2009.\n<\/p><\/blockquote>\n<blockquote><p>                4. That though the State of Haryana and State of Uttar<\/p>\n<p>                Pradesh have agreed on the finalization of the reciprocal<\/p>\n<p>                agreement (draft signed on 22.7.2008), yet some operational<\/p>\n<p>                issues are in the final stages of being settled. Therefore,<\/p>\n<p>                agreement will be finalized and signed very soon.&#8221;<\/p><\/blockquote>\n<p>            Shri Mathur further admits that process to implement reciprocal<\/p>\n<p>agreement between the States of Haryana and U.P. is not yet complete. He<\/p>\n<p>has assured this Court that till such time the agreement is legally<\/p>\n<p>implemented, nobody shall be allowed to ply a bus(es), under cover of that<\/p>\n<p>agreement and if there exists some earlier arrangement to ply buses on the<\/p>\n<p>routes in question, the same shall not be disturbed.          This satisfies the<\/p>\n<p>petitioner.
