SIRI JAGAN, J.\n                  ------------------------------------\n                    W.P.(C)No. 7077 OF 2009\n                ----------------------------------------\n                 Dated this the 16th day of March, 2009\n\n                             JUDGMENT\n<\/pre>\n<p>      The petitioners are aggrieved by Ext.P6 order, whereby the<\/p>\n<p>petitioners&#8217; toddy shop licence has been cancelled on the grounds<\/p>\n<p>stated therein. The petitioners challenge the same primarily on<\/p>\n<p>the ground that before passing Ext.P6 order, the petitioners have<\/p>\n<p>not been afforded an opportunity of being heard. In the above<\/p>\n<p>circumstances, I directed the learned Government Pleader to<\/p>\n<p>obtain instructions as to whether the petitioners have been heard<\/p>\n<p>before passing Ext.P6 order.        Today, the learned Government<\/p>\n<p>Pleader submits that the petitioners were not given a personal<\/p>\n<p>hearing, since in the objection filed by the petitioners to the show<\/p>\n<p>cause notice cum suspension order, they have not specifically<\/p>\n<p>requested for a personal hearing.\n<\/p>\n<p>      2.    I am of opinion that in so far as the order affects the<\/p>\n<p>civil rights of the petitioners, even though the petitioners had not<\/p>\n<p>asked for a personal hearing, the petitioners should have been<\/p>\n<p>granted one.\n<\/p>\n<p><span class=\"hidden_text\">W.P.(c)No.7077\/09                 2<\/span><\/p>\n<p>      In the above circumstances, Ext.P6 is in violation of the<\/p>\n<p>principles of natural justice. Accordingly, Ext.P6 is quashed.<\/p>\n<p>The 2nd respondent is directed to pass fresh orders in the<\/p>\n<p>matter, after affording an opportunity of being heard to the<\/p>\n<p>petitioners.    Fresh orders in this regard shall be passed as<\/p>\n<p>expeditiously as possible, at any rate, within a period of one<\/p>\n<p>month from the date of receipt of a copy of this judgment.<\/p>\n<p>      The writ petition is disposed of as above.\n<\/p>\n<\/p>\n<p>                                        S.
