KURIAKOSE, J.\n                ..........................................................\n                          W.P.(C)No.31386 OF 2007\n                ...........................................................\n                 DATED THIS THE 23RD OCTOBER, 2007\n\n                                 J U D G M E N T\n<\/pre>\n<p>      The grievance of the petitioner is that the 2nd respondent-<\/p>\n<p>Panchayat has singled out him for coercive action on the reason that<\/p>\n<p>puramboke land has been encroached upon and that no action is being<\/p>\n<p>taken against 17 others, though the Panchayat initiated proceedings<\/p>\n<p>against them also.\n<\/p>\n<p>      2. I do not propose to examine the merits of the matter. Ext.P3<\/p>\n<p>representation has been submitted by the petitioner before the 1st<\/p>\n<p>respondent voicing his grievances.
