Justice P.R.RAMAN\n\n Dated :12\/12\/2006\n\n O R D E R\n                                  P.R.RAMAN, J.\n\n                           ```````````````````````````\n\n                        W.P.(C) NO. 32987 OF 2006\n\n                           ```````````````````````````\n\n             Dated this the 12th day of December, 2006\n\n\n                                 J U D G M E N T\n<\/pre>\n<p>       The limited prayer made in this writ petition is for a direction<\/p>\n<p>to   the   1st  respondent   to   consider   and   dispose   of   Exhibit   P1<\/p>\n<p>application for registration filed by the petitioner under the KVAT<\/p>\n<p>Act   expeditiously   within   a   time   limit   to   be   fixed   by   this   court.<\/p>\n<p>Though the petitioner has also sought for a relief challenging the<\/p>\n<p>penalty   order,   admittedly   he   has   already   challenged   the   same<\/p>\n<p>before   the   appellate   authority,     I   am   not   inclined   to   grant   the<\/p>\n<p>relief   which   is   pending   in   appeal.     However,   as   regards   term   of<\/p>\n<p>detention   of   Exhibit   P1,   I   think   petitioner   is   entitled   to   the   said<\/p>\n<p>relief.\n<\/p>\n<\/p>\n<p>       2.     Accordingly,   there   will   be   a   direction   to   the   first<\/p>\n<p>respondent   to   consider   and   dispose   of   Exhibit   P1   in   accordance<\/p>\n<p>with   law   expeditiously   within   a   period   of   three   weeks   on<\/p>\n<p>production of a copy of this judgment, if not already disposed of.<\/p>\n<p>In   case,   if   it   is   already   disposed   of,   copy   of   the   order   shall   be<\/p>\n<p>served on the petitioner on the petitioner producing copy of this<\/p>\n<p>WPC  32987\/2006<\/p>\n<p><span class=\"hidden_text\">                                         : 2 :<\/span><\/p>\n<p>judgment.\n<\/p>\n<\/p>\n<p>       3.
