The Chairman, Bihar Public Service Commission,\n                 Bailey Road, Patna...............................................Respondents\n                                  -----------\n<\/pre>\n<p>2   17.01.2011            Heard    learned   counsel    for     the<\/p>\n<p>                   petitioners as well as learned counsel for<\/p>\n<p>                   the respondents.\n<\/p>\n<p>                          As per the petitioners&#8217; case, they<\/p>\n<p>                   have   worked   as   Part-Time   Lecturers    on<\/p>\n<p>                   contract basis with Muzaffarpur Institute<br \/>\n<span class=\"hidden_text\">                      2<\/span><\/p>\n<p>of Technology (MIT), Muzaffarpur since over<\/p>\n<p>five years. Now the posts of Lecturers are<\/p>\n<p>going     to     be        filled           up     through       open<\/p>\n<p>advertisement on regular basis. They have<\/p>\n<p>also     applied          for        their        selection       and<\/p>\n<p>appointment as regular Lecturers under the<\/p>\n<p>Science         and             Technology              Department.<\/p>\n<p>Petitioners&#8217; grievance is that though they<\/p>\n<p>worked    with        the       Department          as    Part-Time<\/p>\n<p>Lecturers for over five years, weightage of<\/p>\n<p>their experience is not likely to be given<\/p>\n<p>to them for the same.\n<\/p>\n<p>         Learned           senior           counsel       for    the<\/p>\n<p>petitioners              has        produced        a      document<\/p>\n<p>obtained        by        him       under        the     Right     to<\/p>\n<p>Information           Act.          This        shows     that    in<\/p>\n<p>academic marking on technical posts, four<\/p>\n<p>marks     for    each           year       of    experience,       in<\/p>\n<p>addition         to        the            minimum        prescribed<\/p>\n<p>qualifications and experiences, are fixed<\/p>\n<p>subject to the maximum of 20 marks.<\/p>\n<p>         In     view           of    this        resolution       for<\/p>\n<p>giving weightage to experience, petitioners<\/p>\n<p>should     not        have          any     apprehension         with<\/p>\n<p>regard    to     ignorance             of       their    experience<\/p>\n<p>with the Department. Needless to say that<br \/>\n<span class=\"hidden_text\">                    3<\/span><\/p>\n<p>     if the Department has taken a decision to<\/p>\n<p>     give weightage to the candidates who served<\/p>\n<p>     the Department, weightage should be given<\/p>\n<p>     to the petitioners also.\n<\/p>\n<p>            The writ application is disposed of<\/p>\n<p>     with   the    aforesaid    observations   and<\/p>\n<p>     directions.\n<\/p>\n<\/p>\n<p>                       (J.
