M. SAHAI)<\/a><\/p>\n<p>1.\tWe<br \/>\nhave heard Mr.R.K.Mishra, learned counsel for the petitioner and<br \/>\nMr.Ravi Karnavat, learned counsel appearing for the respondents.\n<\/p>\n<p>2.\tMr.Ravi<br \/>\nKarnavat, learned counsel has raised a preliminary objection that the<br \/>\npetitioner was in service in Mumbai and he retired from Mumbai and no<br \/>\ncause of action has arisen in the State of Gujarat.  Therefore, this<br \/>\nCourt does not have territorial jurisdiction to entertain this<br \/>\npetition only on the ground that the petitioner is a resident of<br \/>\nGujarat or that he has made the representation from Gujarat State<br \/>\nafter filing of the petition.\n<\/p>\n<p>3.\tMerely<br \/>\nbecause the petitioner after filing of the writ petition, made some<br \/>\nrepresentation to the Central Government or to the authorities in<br \/>\nMumbai, would not confer any territorial jurisdiction to challenge<br \/>\nthe order in Gujarat as the petitioner was in service in Mumbai.  He<br \/>\nbeing a resident of Gujarat does not confer any territorial<br \/>\njurisdiction to challenge the order rejecting the representation or<br \/>\nclaim of the petitioner for grant of promotion.
