     1.       The \u00a0 Applicant \u00a0 filed \u00a0 an \u00a0 RTI \u00a0 application \u00a0 dt.27.10.10 \u00a0 with \u00a0 the \u00a0 PIO, \u00a0 Northern \u00a0 Railway \u00a0 HQ \u00a0 seeking\u00a0<\/p>\n
              information\u00a0against\u00a0eighteen\u00a0points\u00a0with\u00a0regard\u00a0to\u00a0the\u00a0working\u00a0of\u00a0the\u00a0Public\u00a0Relations\u00a0Department\u00a0and\u00a0<\/p>\n
              the\u00a0advertisements\u00a0issued\u00a0by\u00a0it.\u00a0\u00a0The\u00a0PIO\u00a0replied\u00a0on\u00a028.12.10\u00a0furnishing\u00a0point\u00a0wise\u00a0information.\u00a0\u00a0On\u00a0<\/p>\n
              not \u00a0 receiving \u00a0 any \u00a0 reply \u00a0 to \u00a0 the \u00a0 first \u00a0 appeal \u00a0 which\u00a0 he \u00a0 filed \u00a0 , \u00a0 the\u00a0 Applicant\u00a0 filed\u00a0 a \u00a0 second \u00a0 appeal\u00a0<\/p>\n
              dt.31.3.11\u00a0complaining\u00a0about\u00a0the\u00a0delay\u00a0in\u00a0receipt\u00a0of\u00a0the\u00a0information\u00a0and\u00a0about\u00a0\u00a0his\u00a0disposal\u00a0not\u00a0being\u00a0<\/p>\n
              disposed\u00a0off\u00a0by\u00a0the\u00a0Appellate\u00a0Authority.\n<\/p>\n
     Decision<\/p>\n
     2.       During\u00a0the\u00a0hearing,\u00a0the\u00a0Respondents\u00a0submitted\u00a0that\u00a0the\u00a0RTI\u00a0Application\u00a0was\u00a0received\u00a0on\u00a021.10.10\u00a0<\/p>\n
              and\u00a0that\u00a0the\u00a0same\u00a0was\u00a0returned\u00a0on\u00a022.10.10\u00a0since\u00a0the\u00a0IPO\u00a0was\u00a0drawn\u00a0in\u00a0favour\u00a0of\u00a0the\u00a0wrong\u00a0payee.\u00a0<\/p>\n
              The\u00a0RTI\u00a0application\u00a0with\u00a0correct\u00a0PIO\u00a0was\u00a0received\u00a0on\u00a01.12.10\u00a0and\u00a0information\u00a0provided\u00a0on\u00a028.12.10.\u00a0<\/p>\n
              In \u00a0 response \u00a0 to \u00a0 the \u00a0 Appellant’s \u00a0 complaint \u00a0 that \u00a0 information \u00a0 was \u00a0 received \u00a0 only \u00a0 \u00a0 on \u00a0 12.1.11, \u00a0 the\u00a0<\/p>\n
              Respondents\u00a0produced\u00a0before\u00a0the\u00a0Commission\u00a0the\u00a0stamp\u00a0giving\u00a0the\u00a0date\u00a0of\u00a0\u00a0dispatch\u00a0as\u00a028.12.10.\u00a0<\/p>\n
              He\u00a0also\u00a0sated\u00a0that\u00a0the\u00a0information\u00a0was\u00a0dispatched\u00a0\u00a0by\u00a0speed\u00a0post.\u00a0The\u00a0Commission\u00a0directs\u00a0the\u00a0PIO\u00a0<\/p>\n
              to\u00a0 provide\u00a0 \u00a0 details\u00a0 of\u00a0 the\u00a0 speed\u00a0post\u00a0 \u00a0to\u00a0the\u00a0Appellant.\u00a0 \u00a0It\u00a0is\u00a0clear\u00a0from\u00a0the\u00a0submissions\u00a0of\u00a0the\u00a0<\/p>\n
              Respondent\u00a0that\u00a0there\u00a0is\u00a0no\u00a0delay\u00a0on\u00a0the\u00a0part\u00a0of\u00a0the\u00a0PIO\u00a0to\u00a0dispatch\u00a0the\u00a0information.\u00a0(It\u00a0\u00a0may\u00a0be\u00a0noted\u00a0<\/p>\n
              at\u00a0this\u00a0juncture\u00a0that\u00a0the\u00a0Appellant\u00a0has\u00a0not\u00a0submitted\u00a0the\u00a0reply\u00a0of\u00a0the\u00a0PIO\u00a0\u00a0to\u00a0the\u00a0Commission\u00a0along\u00a0<\/p>\n
              with\u00a0his\u00a0appeal\u00a0\u00a0which\u00a0makes\u00a0it\u00a0difficult\u00a0for\u00a0the\u00a0Commission\u00a0to\u00a0adjudicate\u00a0the\u00a0matter).\u00a0\u00a0<\/p>\n
3.            As\u00a0for\u00a0the\u00a0complaint\u00a0of\u00a0the\u00a0Appellant\u00a0that\u00a0the\u00a0Appellate\u00a0Authority\u00a0had\u00a0not\u00a0disposed\u00a0of\u00a0the\u00a0first\u00a0appeal,\u00a0<\/p>\n
     it\u00a0was\u00a0noted\u00a0that\u00a0the\u00a0Appellant\u00a0has\u00a0not\u00a0filed\u00a0any\u00a0first\u00a0appeal\u00a0and\u00a0that\u00a0his\u00a0letter\u00a0dt.25.1.11\u00a0is\u00a0addressed\u00a0to\u00a0the\u00a0<\/p>\n
     PIO\u00a0and\u00a0has\u00a0been\u00a0written\u00a0in\u00a0response\u00a0to\u00a0the\u00a0reply\u00a0furnished\u00a0by\u00a0him\u00a0to\u00a0the\u00a0RTI\u00a0application.\u00a0Since\u00a0it\u00a0was\u00a0simply\u00a0
\n      a\u00a0letter\u00a0to\u00a0the\u00a0PIO\u00a0it\u00a0was\u00a0not\u00a0registered\u00a0as\u00a0an\u00a0appeal,\u00a0as\u00a0submitted\u00a0by\u00a0the\u00a0Respondents.\u00a0\u00a0Hence\u00a0the\u00a0complaint\u00a0<\/p>\n
     that\u00a0Appellate\u00a0Authority\u00a0had\u00a0not\u00a0disposed\u00a0of\u00a0the\u00a0appeal\u00a0in\u00a0time\u00a0holds\u00a0no\u00a0merit.\u00a0<\/p>\n
4.            It\u00a0is\u00a0also\u00a0noted\u00a0that\u00a0the\u00a0Appellant\u00a0has\u00a0simply\u00a0insisted\u00a0that\u00a0penalty\u00a0should\u00a0be\u00a0imposed\u00a0upon\u00a0the\u00a0PIO\u00a0<\/p>\n
     and\u00a0has\u00a0stated\u00a0not\u00a0indicated\u00a0the\u00a0deficiencies\u00a0in\u00a0the\u00a0information\u00a0provided\u00a0to\u00a0him.\u00a0\u00a0However,\u00a0even\u00a0though\u00a0the\u00a0<\/p>\n
     Appellant\u00a0has\u00a0not\u00a0identified\u00a0any\u00a0deficiencies\u00a0in\u00a0the\u00a0information\u00a0,\u00a0 \u00a0the\u00a0Commission\u00a0reviewed\u00a0the\u00a0information\u00a0<\/p>\n
     provided\u00a0in\u00a0response\u00a0to\u00a0the\u00a03\u00a0page\u00a0RTI\u00a0\u00a0application\u00a0containing\u00a0eighteen\u00a0queries\u00a0and\u00a0noted\u00a0that\u00a0\u00a0\u00a0in\u00a0\u00a0\u00a0points\u00a01, \u00a0<\/p>\n
     2,\u00a03,\u00a05,\u00a06,\u00a08,\u00a010\u00a0to\u00a014,\u00a016,\u00a0the\u00a0Appellant\u00a0is\u00a0either\u00a0seeking\u00a0information\u00a0not\u00a0available\u00a0in\u00a0the\u00a0records\u00a0or\u00a0eliciting\u00a0the\u00a0<\/p>\n
     opinion\u00a0of\u00a0the\u00a0PIO\u00a0which\u00a0PIO\u00a0is\u00a0not\u00a0obligated\u00a0to\u00a0furnish\u00a0or\u00a0simply\u00a0making\u00a0a\u00a0statement\u00a0which\u00a0requires\u00a0no\u00a0<\/p>\n
     disclosure\u00a0of\u00a0information.\u00a0 \u00a0 \u00a0As\u00a0for\u00a0the\u00a0remaining\u00a0information,\u00a0the\u00a0same\u00a0 \u00a0has\u00a0already\u00a0been\u00a0furnished\u00a0to\u00a0the\u00a0<\/p>\n
     Appellant.\n<\/p>\n<\/p>\n
     5.       As\u00a0for\u00a0the\u00a0\u00a0supply\u00a0of\u00a0\u00a0photocopies\u00a0of\u00a0some\u00a0newspapers\u00a0of\u00a0a\u00a0number\u00a0of\u00a0years\u00a0and\u00a0other\u00a0documents\u00a0<\/p>\n
              running\u00a0into\u00a0around\u00a0 800\u00a0 pages,\u00a0 \u00a0for\u00a0which\u00a0the\u00a0PIO,\u00a0as\u00a0per\u00a0his\u00a0submission,\u00a0 \u00a0has\u00a0already\u00a0sought\u00a0<\/p>\n
              additional\u00a0fees,\u00a0\u00a0the\u00a0Appellant\u00a0may\u00a0be\u00a0provided\u00a0the\u00a0copies\u00a0free\u00a0of\u00a0cost\u00a0upto\u00a050\u00a0pages\u00a0only\u00a0.\u00a0He\u00a0may\u00a0<\/p>\n
