Justice P.R.RAMACHANDRA MENON\n\n Dated :30\/07\/2010\n\n O R D E R\n                    P.R.RAMACHANDRA MENON, J.\n                           ---------------------------\n                        W.P.(C) No. 21275 OF 2010\n                           --------------------------\n                  Dated this the 30th day of July, 2010\n\n                             J U D G M E N T\n<\/pre>\n<p>         The petitioner has approached this Court seeking for a<\/p>\n<p>direction to the first respondent to consider Ext.P1 representation for<\/p>\n<p>restoration of power supply to &#8216;Meenakshipuram Lift Irrigation<\/p>\n<p>Scheme&#8217;.     A similar direction is sought for to be issued to the fourth<\/p>\n<p>respondent to consider Ext.P4 representation for redressal of the<\/p>\n<p>grievance of the petitioner.\n<\/p>\n<p>         2.    The learned standing counsel appearing for the<\/p>\n<p>respondent-Board submits that the power supply was cut off as<\/p>\n<p>early as on 17.6.2008 and unless and until the arrears are cleared,<\/p>\n<p>the connection is not liable to be restored under any circumstances.<\/p>\n<p>         3.   The learned Government Pleader appearing for the<\/p>\n<p>fourth respondent submits with reference to the materials on record<\/p>\n<p>that Ext.P4 is only a representation preferred before the concerned<\/p>\n<p>Minister and if at all the petitioner has any genuine grievance, it is to<\/p>\n<p>be brought to the notice of the Secretary to the Department of Water<\/p>\n<p>Resources and Irrigation Department, who is the concerned<\/p>\n<p>authority to deal with the issue, since the connection provided is<\/p>\n<p>WPC No.21275\/2010<br \/>\n<span class=\"hidden_text\">                                     2<\/span><\/p>\n<p>under a particular Scheme.\n<\/p>\n<p>          The petitioner is at liberty to approach the Government by<\/p>\n<p>filing a proper representation before the Secretary to the Department<\/p>\n<p>of Water Resources and Irrigation Department.            If any such<\/p>\n<p>representation is filed within &#8216;two weeks&#8217; from the date of receipt of a<\/p>\n<p>copy of this judgment, the same shall be considered and appropriate<\/p>\n<p>orders shall be passed after giving an opportunity of hearing to the<\/p>\n<p>petitioner as well as the Board.
