Mangal Sen since 2007 and 2009, then according to which office\n          order he got the authority of Karol Bagh Zone?\n   (b)    Did the order of Engineering Department (Head Office) applied on Sh. Suresh Chandra,\n          Superintendent Engineer, Karol Bagh.\n   (c)    If the order of the Engineering Department (Head Quarter) that any Engineer involved with the\n          proceedings of RDA should not be handed over the charge of building department, has been\n          dismissed, then; provide the certified copy of the same.\n   (d)    Provide the certified copies issued by the Commissioner; MCD, Additional\n          Commissioner(Engineering Department), and the Engineering Department (Head Office)\n          according to which the involved officer get the authority.\n   2. That according to the transfer order of the Engineering Department on dated 30\/12\/2010 and\n       31\/12\/2010, how much tax was paid by the relieved J.E and the A.E, (from Building Department\n       Karol Bagh Zone) to the related officer. Give the list of the record.\n   3. That who was the J.E and the A.E who joined the Building Department, Karol Bagh by the\n       transfer order(Engineering Department) of date 30\/12\/2010 and 31\/12\/2010? Give details of their\n       Joining Application, Joining Order, and the Order of Distribution of work.\n   4. Provide the certified copies of the Degree\/Diploma of Engineering with the SC\/ST\/OBC\n       Certificate (if any), of the all posted Superintendent Engineers, Executive Engineers, Assistant\n       Engineers and Junior Engineers (Building Department, Karol Bagh Zone), since 2005 to\n       25\/01\/2011.\n\n\n                                                                                            Page 1 of 3\n    5. (a) That who was the Engineers who punished by the Central Information Commission (since\n        01\/01\/2010 to 25\/01\/2011), whose payment was done by their own monthly incomes.\n   (b) Give the copies of the monthly incomes of the Engineers who paid the penalty by the means of\n       their monthly incomes.\n   6. (a) If the penalty paid by the means of Draft, then provide the Draft No. with date and amount.\n       (b)      Is the order regarding the draft was issued by the Commissioner, MCD\/CA Cum FA,\n       MCD\/ Central Information Commission? If not, then what is the base according to which the cash\n       draft was paid?\n   7. Is this information is corrected that according to the order No. HC-I\/Engg\/HQ\/08\/1290 dated\n        07\/05\/2008, the Building Department Karol Bagh Zone, there are 3 Assistant Engineers, and 5\n        Junior Engineers are employed. Provide the copies of sitting of the posts.\n\n     The PIO Reply:\n     1. Copy of transfer policy enclosed.\n        (a) Copy of order of posting of Sh. Same as 2 above.\n\nGrounds for the First Appeal:\nUnsatisfactory reply was given to the appellant by the PIO.\n\nOrder of the First Appellate Authority (FAA):\n       \"Delay of 2 days in dispatching the reply because of the weekly offs is condoned off. The\nappellant is advised to obtain the photocopies of the required documents from the PIO office on any of the\nworking day, as per provisions of the RTI Act. The appeal is disposed off. \"\n\nGround of the Second Appeal:\nUnsatisfactory information had been provided by the PIO.\n\nRelevant Facts<\/pre>\n<p> emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant: Absent;\n<\/p>\n<p>Respondent: Mr A. S. Chauhan, AO(Engineering) on behalf of Mr. S. S. Rana, PIO &amp; ADC<br \/>\n             (Engineering) and Mr. Suresh Chandra, PIO &amp; SE (Karol Bagh Zone);\n<\/p>\n<p>         The PIO states that information was provided as per available records. The Appellant had sought<br \/>\nthe information about the copies of the caste certificates of those who were employed in the reserved<br \/>\ncategories and also copies of degrees\/diplomas of all Engineers employed in Engineering Department of<br \/>\nKarol Bagh Zone from 2005 onwards. The respondent explains that these are available in the personal<br \/>\nfiles of all the Engineers and the personal files are available wherever an engineer is serving.
