Appellant mentioned that list of members of housing co-operative society) was\n      admittedly available with the Office of Registrar of Cooperative Societies but was\n      not displayed on the available website of Office of RCS as required under The      Delhi\n      Co-operative Societies rules, 2007.\n2.    RTI Application ID 1085 was submitted to Dy. Secy. (G)\/PIO CMO for information on\n      circulars, orders, etc. about jurisdiction of Financial Commissioner in the matter of non-\n      implementation of above Order of Joint Registrar, Office of RCS.\n3.    Applications\/Appeal had not been entertained in CMO on merits and Appellant\n      advised to apply once again to Office of RCS for the information.\n\n4.            Appellant applied for information on circulars, order, etc. on the jurisdiction of\n              Financial Commissioner on non-implementation of Order of Joint Registrar,\n              Office of RCS. Appellant had not able to ascertain the PIO who was competent to\n              make available the information sought amongst the following and others in Govt.\n              of NCT of Delhi:\n              Deputy Director, Administrative Reforms\n              Additional Secretary, Law and Judicial,\n              Additional Secretary, Finance,\n              Secretary, Public Grievances.\n PIO's Reply:\n    \"\n    1.      Appellate Authorities are listed under the RTI Act, 2005.\n    2.      The information asked for is not specific. The information asked for by Appellant\n            earlier is already available on the website of the Deptt.\n    \"\nGrounds for First Appeal:\nPoint no. 1: PIO\/RCS\/AR(W) has avoided furnishing of information which was on the\nfunctioning of Govt. of NCT of Delhi.\nPoint no. 2: PIO had not informed details (e.g. date of placing on the website &amp; other\ninformation) to access list of members of the Janta Co-operative House Building Society Ltd.\nMeera Bagh, Paschim Vihar, Delhi-110087 from website rcs.delhigovet.nic.in.\n\nOrder of the First Appellate Authority:\nThe questions were ambiguous and a plain reading of the same did not clearly indicate as what\ninformation Appellant had been desired to know. FAA, mentioned what he sought was a\nstatement. Regarding point no. 2 raised in First Appeal, AR (West) had responded that the list in\nrespect of Society had already been placed on the website of the Deptt. A.R(West) may do well\nto show it to the Appellant on the website.\n\nGrounds for Second Appeal:\nNot mentioned.\n\nRelevant Facts<\/pre>\n<p> emerging during Hearing:\n<\/p>\n<p>The following were present:\n<\/p>\n<p>Appellant: Mr.Anil Sehgal<br \/>\nRespondent: Mr. Rajesh Kumar, Public Information Officer (Link) &amp; Asstt. Registrar(West);\n<\/p>\n<p>        The Appellant has drafted the application in 7 pages in which it is difficult to understand<br \/>\nwhat information he is seeking. The PIO has made some assumptions which are not correct and<br \/>\nthe Commission has tried to understand from the Appellant that information that he seeks. He<br \/>\nappears to be stating that wants to know how the Financial Commissioner derives his power<br \/>\nform the Government. The PIO states that these are determined by the Acts and Rules and he<br \/>\nwill not be able to supply such information.
