The parties have not been appeared before the Commission through video-<br \/>\nconferencing. Hence, it has been decided to dispose of the matter on the basis of<br \/>\nmaterial on record.\n<\/p>\n<p>2.                  Vide RTI application dated 3.11.2009, the appellant had sought<br \/>\ninformation on 06 paras regarding computation of interest on deposits made by the<br \/>\nparties and the matters related therewith. This was responded to by the CPIO vide<br \/>\nletter dated 10.11.2009. It is important to mention that virtually no information was<br \/>\nprovided to the appellant on the ground that the requisite information was being<br \/>\nsought from the officers concerned. What is disturbing is that the Appellate<br \/>\nAuthority in letter dated 5.1.2010, blindly dittoed the order of the CPIO, intriguingly<br \/>\nholding that complete information had been provided. Nothing can be farther from<br \/>\nthe truth. It shows total non-application of mind on the part of Director, Postal<br \/>\nServices, North Region, Muzaffarpur.\n<\/p>\n<p>3.                 In the premises, we are constrained to remand the matter to the<br \/>\nDirector, Postal Services, North Region, Muzaffarpur, with the direction to apply his<br \/>\nmind to the issues raised in the RTI application and ensure that the CPIO provides<br \/>\nrequisite information in 04 weeks time. We also clarify that if any information is<br \/>\nrequired to be obtained from any other offices(s) of the Department, the CPIO may<br \/>\nexercise his powers u\/s 5 (4) of the RTI Act.\n<\/p>\n<p>                                                                                             Sd\/-\n<\/p>\n<p>                                                                                   (M.L.
