This writ petition has been preferred for issuance of an<br \/>\n            appropriate writ, order or direction from this Hon&#8217;ble Court<br \/>\n            commanding upon the concerned respondents to promote the<br \/>\n            petitioner from the post of Lecturer to the post of Principal incharge<br \/>\n            of Langta Baba College, Mirzaganj, on the basis of seniority and<br \/>\n            experience as per the previous service of the petitioner, while he<br \/>\n            was joined his service as a Lecturer on November, 1987 on adhoc<br \/>\n            basis under the Ranchi University, whereas the Junior from the<br \/>\n            petitioner, Respondent No.5 according to previous service of<br \/>\n            petitioner, was also joined their service on 29.10.89 with the<br \/>\n            petitioner at Langta Baba College, Mirzaganj, has already been<br \/>\n            promoted on the post of Principal Incharge in the aforesaid college.<br \/>\n            He further prays for commanding upon the concerned respondent<br \/>\n            to grant the promotion of the petitioner in the post of Principal<br \/>\n            Incharge, as per the seniority basis, while from the date of joining<br \/>\n            of petitioner service of the petitioner under Ranchi University.\n<\/p>\n<p>                      Subsequently an Interlocutory Application No. 1112 of 2008<br \/>\n            has been filed challenging the advertisement for the post of<br \/>\n            Principal in Langta Baba College, without any approval of the<br \/>\n            concerned University and the concurrence of Jharkhand Public<br \/>\n            Service Commission and it is stated that Respondent No. 5 has<br \/>\n            been appointed on the said post of Principal by the new Governing<br \/>\n            Body which is on the face of it illegal, unconstitutional since the<br \/>\n            appointment can be made only through Commission.
