RAVIKUMAR, JJ.\n                   ---------------------------------------------\n                       W.P.(C) NO. 23570 OF 2009\n                   ---------------------------------------------\n                  Dated this the 25th day of August, 2009\n\n\n                                 JUDGMENT\n<\/pre>\n<p>Kurian Joseph, J.\n<\/p>\n<\/p>\n<p>      The Writ Petition is filed mainly with the following prayer:<\/p>\n<blockquote><p>             &#8220;issue a writ of mandamus or other appropriate<br \/>\n             writ,    order     or     direction      commanding<br \/>\n             respondents 1 to 6 to give necessary and<br \/>\n             adequate police protection to the petitioner,<br \/>\n             management staff, workers, T.S. No.3 covered<br \/>\n             by Ext.P1 licence, customers, the vehicles<br \/>\n             coming to the toddy shop bringing toddy etc, as<br \/>\n             per the request in Ext.P2 forthwith.&#8221;\n<\/p><\/blockquote>\n<p>      2. In the counter affidavit filed on behalf of respondents 7 to 9, it is<\/p>\n<p>stated that the area where the petitioner is licensed to conduct the toddy<\/p>\n<p>shop is a thickly populated area and the general public have been using the<\/p>\n<p>same as a bus stop and waiting shed.<\/p>\n<p>      3. These are all matters for the party respondents and the public to<\/p>\n<p>bring to the notice of the licensing authority in which case, at least while<\/p>\n<p><span class=\"hidden_text\">W.P.(C)NO. 23570\/2009                 2<\/span><\/p>\n<p>renewing the licence, such grievances can be looked into. So long as the<\/p>\n<p>petitioner is conducting    a licensed toddy shop, there cannot be any<\/p>\n<p>unlawful obstruction on the part of the party respondents. In law, their<\/p>\n<p>entitlement is only to conduct a peaceful demonstration.         But, such<\/p>\n<p>demonstration or agitation shall not interfere with the conduct of the<\/p>\n<p>toddy shop, so long as it is in a licensed premise.     In the event of any<\/p>\n<p>unlawful obstruction, the first respondent shall render necessary protection<\/p>\n<p>to the petitioner.\n<\/p>\n<\/p>\n<p>       The Writ Petition is disposed of as above.<\/p>\n<p>                                     (KURIAN JOSEPH)<br \/>\n                                             JUDGE<\/p>\n<p>                                     (C.T.
