Background<\/p>\n
1.     The \u00a0 Applicant,\u00ad \u00a0 (UDC \u00a0 in \u00a0 the \u00a0 PA) \u00a0 \u00a0 through \u00a0 her \u00a0 RTI\u00adapplication \u00a0 dated \u00a0 28.03.2011, \u00a0 filed \u00a0 with \u00a0 the\u00a0<\/p>\n
       PIO\/SDM,\u00a0Election,\u00a0New\u00a0Delhi,\u00a0sought\u00a0certain\u00a0information\u00a0(such\u00a0as,\u00a0daily\u00a0progress\u00a0report,\u00a0name\u00a0of\u00a0<\/p>\n
       the \u00a0 officers \u00a0 who \u00a0 dealt \u00a0 the \u00a0 application, \u00a0 discrepancies \u00a0 in \u00a0 the \u00a0 application \u00a0 etc.) \u00a0 in \u00a0 relation \u00a0 to \u00a0 her\u00a0<\/p>\n
       application\u00a0dated\u00a012.02.2011\u00a0for\u00a0inclusion\u00a0of\u00a0her\u00a0name\u00a0in\u00a0the\u00a0electoral\u00a0roll.\u00a0Since\u00a0the\u00a0Applicant\u00a0did\u00a0not\u00a0<\/p>\n
       receive\u00a0any\u00a0reply\u00a0from\u00a0the\u00a0PIO\u00a0within\u00a0the\u00a0time\u00a0limit\u00a0set\u00a0under\u00a0the\u00a0RTI\u00adAct,\u00a0she\u00a0filed\u00a0her\u00a01st\u00adappeal\u00a0with\u00a0<\/p>\n
       the\u00a0Appellate\u00a0Authority\u00a0on\u00a002.05.2011.\u00a0\u00a0\u00a0\u00a0The\u00a0PIO,\u00a0however,\u00a0subsequently,\u00a0on\u00a010.05.2011,\u00a0replied\u00a0to\u00a0<\/p>\n

       directing\u00a0the\u00a0PIO\u00a0to\u00a0allow\u00a0the\u00a0inspection\u00a0of\u00a0relevant\u00a0records\u00a0to\u00a0the\u00a0Appellant.\u00a0The\u00a0PIO\u00a0accordingly,\u00a0on\u00a0<\/p>\n
       14.06.2011,\u00a0intimated\u00a0the\u00a0date\u00a0and\u00a0time\u00a0for\u00a0inspection\u00a0to\u00a0the\u00a0Appellant\u00a0which\u00a0the\u00a0Appellant\u00a0carried\u00a0<\/p>\n
       out\u00a0on\u00a018.06.2011.\u00a0The\u00a0Appellant,\u00a0however,\u00a0still\u00a0aggrieved,\u00a0filed\u00a0the\u00a0present\u00a0petition\u00a0dated\u00a0nil\u00a0before\u00a0<\/p>\n
       the \u00a0 Commission \u00a0 –received \u00a0 on \u00a0 28.06.2011 \u00a0 stating \u00a0 that \u00a0 no \u00a0 record \u00a0 corresponding \u00a0 to \u00a0 her \u00a0 RTI\u00ad<\/p>\n
       application \u00a0 was \u00a0 found \u00a0 be \u00a0 available\u00a0 in \u00a0 the\u00a0 Respondents’ \u00a0 record\u00a0 when\u00a0 she\u00a0 visited\u00a0 their\u00a0 office\u00a0 for\u00a0<\/p>\n
       inspection.\n<\/p>\n

2.     During \u00a0 the \u00a0 hearing, \u00a0 the \u00a0 representative\u00a0 of \u00a0 \u00a0 the\u00a0 \u00a0 Respondents\u00a0 informed\u00a0 the\u00a0 Commission\u00a0 that\u00a0 the\u00a0<\/p>\n
       Appellant\u00a0vide\u00a0her\u00a0application\u00a0dated\u00a012.02.2011\u00a0had\u00a0applied\u00a0for\u00a0inclusion\u00a0of\u00a0her\u00a0name\u00a0in\u00a0electoral\u00a0roll\u00a0<\/p>\n
       through\u00a0their\u00a0on\u00a0line\u00a0system,\u00a0which\u00a0the\u00a0public\u00a0authority\u00a0had\u00a0already\u00a0closed\u00a0from\u00a025.01.2011\u00a0and\u00a0that\u00a0
\n          therefore\u00a0the\u00a0said\u00a0application\u00a0of\u00a0the\u00a0Applicant\u00a0could\u00a0not\u00a0be\u00a0downloaded\/processed\u00a0by\u00a0them.\u00a0However,\u00a0<\/p>\n
         in\u00a0compliance\u00a0with\u00a0the\u00a0AA’s\u00a0decision,\u00a0they\u00a0showed\u00a0their\u00a0records\u00a0manual\u00a0as\u00a0well\u00a0as\u00a0computer\u00a0records\u00a0<\/p>\n
         to\u00a0the\u00a0Appellant\u00a0on\u00a018.06.2011\u00a0establishing\u00a0the\u00a0fact\u00a0that\u00a0her\u00a0application\u00a0had\u00a0not\u00a0been\u00a0processed\u00a0by\u00a0<\/p>\n
         them.\u00a0They,\u00a0nevertheless,\u00a0advised\u00a0the\u00a0Appellant\u00a0that\u00a0she\u00a0may\u00a0submit\u00a0a\u00a0fresh\u00a0application\u00a0as\u00a0per\u00a0the\u00a0<\/p>\n
         prescribed \u00a0 procedure \u00a0 which \u00a0 they \u00a0 would \u00a0 consider \u00a0 as \u00a0 per \u00a0 Rule. \u00a0 \u00a0 \u00a0 The \u00a0 representative \u00a0 of \u00a0 the\u00a0<\/p>\n
         Respondents\u00a0also\u00a0pointed\u00a0out\u00a0that\u00a0an\u00a0identical\u00a0appeal\u00a0(no.\u00a0CIC\/SG\/A\/20\u00a011\/001724),\u00a0filed\u00a0by\u00a0the\u00a0<\/p>\n
         Appellant’s\u00a0husband,\u00a0Shri\u00a0Abbas,\u00a0also\u00a0has\u00a0been\u00a0listed\u00a0for\u00a028.07.2011contents\u00a0of\u00a0which\u00a0are\u00a0exactly\u00a0<\/p>\n
         same\u00a0as\u00a0those\u00a0in\u00a0the\u00a0present\u00a0one\u00a0and\u00a0that\u00a0the\u00a0Appellant\u00a0in\u00a0that\u00a0case,\u00a0Shri\u00a0Abbas\u00a0has\u00a0also\u00a0inspected\u00a0<\/p>\n
         the\u00a0records\u00a0along\u00a0with\u00a0his\u00a0wife–Appellant\u00a0in\u00a0the\u00a0instant\u00a0case.\u00a0<\/p>\n
3.       In\u00a0view\u00a0of\u00a0the\u00a0submissions\u00a0above\u00a0and\u00a0especially\u00a0in\u00a0view\u00a0of\u00a0the\u00a0fact\u00a0that\u00a0the\u00a0Appellant\u00a0has\u00a0admittedly\u00a0<\/p>\n
         inspected\u00a0the\u00a0Respondents’\u00a0records,\u00a0I\u00a0find\u00a0nothing\u00a0more\u00a0that\u00a0can\u00a0be\u00a0directed\u00a0to\u00a0be\u00a0disclosed\u00a0to\u00a0the\u00a0<\/p>\n
         Appellant\u00a0by\u00a0way\u00a0of\u00a0information\u00a0in\u00a0the\u00a0present\u00a0matter.\u00a0It\u00a0is,\u00a0therefore,\u00a0directed\u00a0that\u00a0there\u00a0shall\u00a0be\u00a0no\u00a0<\/p>\n
         further\u00a0disclosure\u00a0in\u00a0the\u00a0present\u00a0matter.\u00a0Similarly,\u00a0in\u00a0appeal\u00a0no.\u00a0CIC\/SG\/A\/20\u00a011\/001724,\u00a0filed\u00a0by\u00a0the\u00a0<\/p>\n
         Appellant’s\u00a0husband,\u00a0Shri\u00a0Abbas,\u00a0which,\u00a0when\u00a0perused,\u00a0was\u00a0found\u00a0to\u00a0be\u00a0identical\u00a0to\u00a0the\u00a0present\u00a0<\/p>\n
         appeal;\u00a0the\u00a0Respondents\u00a0are\u00a0not\u00a0required\u00a0to\u00a0disclose\u00a0any\u00a0further\u00a0information\u00a0to\u00a0the\u00a0Appellant.\u00a0<\/p>\n
4.       Appeals\u00a0are\u00a0disposed\u00a0of\u00a0with\u00a0the\u00a0above\u00a0directions.<\/p>\n
5.       Apart \u00a0 from \u00a0 the \u00a0 above, \u00a0 it \u00a0 is \u00a0 also \u00a0 noted \u00a0 that \u00a0 the \u00a0 Respondents \u00a0 have \u00a0 failed \u00a0 to \u00a0 appear \u00a0 before \u00a0 the\u00a0<\/p>\n
         Commission\u00a0without\u00a0any\u00a0reasonable\u00a0ground\u00a0and\u00a0have\u00a0sent\u00a0an\u00a0‘UDC’\u00a0to\u00a0argue\u00a0their\u00a0case\u00a0before\u00a0the\u00a0<\/p>\n
         Commission\u00a0and\u00a0that\u00a0they\u00a0have\u00a0not\u00a0even\u00a0bothered\u00a0to\u00a0intimate\u00a0in\u00a0writing\u00a0to\u00a0the\u00a0Commission\u00a0as\u00a0to\u00a0who\u00a0<\/p>\n
         they\u00a0are\u00a0authorizing\u00a0to\u00a0represent\u00a0their\u00a0case.\u00a0This\u00a0attitude\u00a0of\u00a0the\u00a0Respondents\u00a0is\u00a0highly\u00a0objectionable\u00a0<\/p>\n
