No. 1967 of 2008\n<\/p>\n<p>                &#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;<br \/>\n      Dated this the 29th day of September, 2008<\/p>\n<p>                             Judgment<\/p>\n<p>Koshy,J.\n<\/p>\n<p>            Appellant applied for the post of Lower Division Typist in<\/p>\n<p>pursuance of the notification issued by the Public Service<\/p>\n<p>Commission on 31.10.2005. One of the qualification prescribed was<\/p>\n<p>that the candidates should possess certificate in Kerala Government<\/p>\n<p>Technical Examination (KGTE) in computer word processing or its<\/p>\n<p>equivalent   qualification.    Equivalent    qualification was    also<\/p>\n<p>prescribed by the PSC as provided under rule 13 (b) of the Kerala<\/p>\n<p>State and Subordinate Services Rules, 1958. The course conducted<\/p>\n<p>by the Institute of Human Resources Development (IHRD) was<\/p>\n<p>treated as equivalent qualification provided the course is of three<\/p>\n<p>months&#8217; duration. The appellant produced Ext.P7 certificate to show<\/p>\n<p>that he passed a short-term practical course in the Institute in<\/p>\n<p>Computer Word Processing from 13.8.1992 to 9.10.1999. Apart from<\/p>\n<p>that, he studied only as part-time course. It had only two months&#8217;<\/p>\n<p>duration and not three months&#8217; duration.            According to the<\/p>\n<p>petitioner, the number of hours has to be looked into, but, it is only<\/p>\n<p><span class=\"hidden_text\">W.A.No.1967\/2008                  2<\/span><\/p>\n<p>a two months&#8217; part-time course. It is not considered as equivalent<\/p>\n<p>by the PSC with K.G.T.E. conducted by the Government. Therefore,<\/p>\n<p>the learned single Judge rejected his case.
