Justice P.N.RAVINDRAN\n\n Dated :23\/04\/2010\n\n O R D E R\n                             P.N.RAVINDRAN, J.\n                           --------------------------------\n                         W.P.(C) No. 13640 of 2010\n                           --------------------------------\n                    Dated this the 23rd day of April, 2010.\n\n                               J U D G M E N T\n<\/pre>\n<p>       The petitioner is working as Junior Public Health Inspector, Grade-II<\/p>\n<p>in the Primary Health Centre at Thottappally in Alappuzha District. He<\/p>\n<p>had submitted Ext.P2 application dated 18.1.2010 to the District Medical<\/p>\n<p>Officer (Health) Alappuzha requesting for a transfer to PP unit in Medical<\/p>\n<p>College, Women and Child Hospital, Alappuzha, General Hospital,<\/p>\n<p>Alappuzha and Primary Health Centre Purakkad. The District Medical<\/p>\n<p>Officer had, considering the request made by the petitioner and other<\/p>\n<p>employees issued Ext.P3 draft transfer order proposing to transfer the<\/p>\n<p>petitioner to General Hospital, Alappuzha. The District Medical Officer<\/p>\n<p>had also proposed to transfer the fourth respondent to Primary Health<\/p>\n<p>Centre at Thottappally in Alappuzha District wherein the petitioner is<\/p>\n<p>working. Since the proposal in Ext.P3 was to transfer the petitioner to<\/p>\n<p>General Hospital, Alappuzha, one of the stations to which he had sought<\/p>\n<p>transfer he did not object to Ext.P3. The District Medical Officer thereafter<\/p>\n<p>passed Ext.P4 transfer order dated 12.4.2010 transferring the fourth<\/p>\n<p>respondent to General Hospital Alappuzha and the sixth respondent to<\/p>\n<p>Women and Child Hospital, Alappuzha. The petitioner was not given a<\/p>\n<p>transfer. Aggrieved thereby the petitioner has filed Ext.P5 representation<\/p>\n<p>before the District Medical Officer, Alappuzha. In this writ petition, the<\/p>\n<p>petitioner inter alia seeks a direction to the second respondent to consider<\/p>\n<p>W.P.(C).No.13640\/2010<br \/>\n<span class=\"hidden_text\">                                       2<\/span><\/p>\n<p>Ext.P5 and take a decision thereon within a time limit to be fixed by this<\/p>\n<p>Court.\n<\/p>\n<p>       2. I heard Sri. R.Arun Raj, the learned counsel appearing for the<\/p>\n<p>petitioner and Sri. Aravind Kumar Babu T.K., learned Government Pleader<\/p>\n<p>appearing for the official respondents.
