It<br \/>\nis further submitted that the said denial of promotion purportedly<br \/>\nflows from the work record of the petitioner, as per the Confidential<br \/>\nReports for the past three years, as communicated by impugned<br \/>\ncommunication dated 17.01.2011, whereas no adverse remarks have been<br \/>\ncommunicated to the petitioner during the past three years.\n<\/p>\n<p>\tNotice,<br \/>\nreturnable on 10.03.2011.\n<\/p>\n<p>\tIn<br \/>\naddition to the normal mode of Service, Direct Service for respondent<br \/>\nNo.2 is also permitted.\n<\/p>\n<p>(Smt.
