Justice V.GIRI\n\n Dated :07\/04\/2009\n\n O R D E R\n                            V.GIRI\n            ----------------------------------------\n               W.P.(C)No.30692 of 2008\n           -----------------------------------------\n        Dated this the 7th day of April, 2009.\n\n                         JUDGMENT\n<\/pre>\n<p>         The petitioner, stated to be an Educational<\/p>\n<p>Charitable Trust, responded to a notification issued by the<\/p>\n<p>Director of Training, the 4th respondent, inviting applications<\/p>\n<p>for starting a new Industrial Training Centre.          Ext.P3<\/p>\n<p>provisional permission was granted to the petitioner.<\/p>\n<p>According to the petitioner, the Departmental Inspection<\/p>\n<p>Committee inspected the premises of the Industrial Training<\/p>\n<p>Centre on 2.6.08 and was convinced of the facilities made<\/p>\n<p>available by the petitioner.     He refers to Ext.P7 in this<\/p>\n<p>regard. The 4th respondent by Ext.P10 letter intimated the<\/p>\n<p>petitioner that there will be an inspection by the standing<\/p>\n<p>committee and the petitioner was required to remit the fees<\/p>\n<p>for the same which he did. It is now contended that there<\/p>\n<p>has not been proper inspection by the standing committee.<\/p>\n<p>But the petitioner was met with Ext.P11 issued by the 4th<\/p>\n<p>respondent stating that the standing committee, which<\/p>\n<p>W.P.(C)No.30692 of 2008<\/p>\n<p>                            :: 2 ::\n<\/p>\n<p>inspected   the    Industrial  Training   Centre,    has   not<\/p>\n<p>recommended any of the trades mentioned in the list due to<\/p>\n<p>the deficiencies noted therein.    The petitioner challenges<\/p>\n<p>Ext.P11, inter alia, on the ground that the defects, if any,<\/p>\n<p>noted in Ext.P11 are not existing. He, therefore, prays for a<\/p>\n<p>direction to the 4th respondent to constitute a standing<\/p>\n<p>committee to inspect the petitioner&#8217;s      Industrial Training<\/p>\n<p>Centre.\n<\/p>\n<p>         2.   This court in W.P.(C)NO.31440\/08 considered<\/p>\n<p>the same prayer and issued an order directing that the<\/p>\n<p>Regional Director, Directorate of National Council for<\/p>\n<p>Vocational Training shall depute a representative to the<\/p>\n<p>standing committee constituted by the 4th respondent<\/p>\n<p>Director of Training, for inspection of the Industrial Training<\/p>\n<p>Centre.\n<\/p>\n<p>         Accordingly, the writ petition is disposed of<\/p>\n<p>directing the 4th respondent to constitute a standing<\/p>\n<p>committee and a representative be deputed by the Regional<\/p>\n<p>W.P.(C)No.30692 of 2008<\/p>\n<p>                             :: 3 ::\n<\/p>\n<p>Directorate of the 1st respondent. This shall be done within<\/p>\n<p>two months from the date of receipt of a copy of this<\/p>\n<p>judgment.
