The\u00a0Applicant\u00a0 filed\u00a0his\u00a0RTI\u00adapplication\u00a0dated\u00a001.04.2011\u00a0with\u00a0the\u00a0PIO,\u00a0Dte.\u00a0Of\u00a0Education,\u00a0New\u00a0Delhi\u00a0<\/p>\n<p>     seeking\u00a0various\u00a0information\u00a0in\u00a0respect\u00a0of\u00a0a\u00a0complaint\u00a0(dated\u00a026.07.2010),\u00a0which\u00a0he\u00a0filed\u00a0with\u00a0the\u00a0Director\u00a0<\/p>\n<p>     (Education),\u00a0Old\u00a0Secretariat,\u00a0Delhi.\u00a0Through\u00a0this\u00a0complaint,\u00a0the\u00a0Applicant\u00a0had\u00a0reported\u00a0the\u00a0misconduct\u00a0of\u00a0<\/p>\n<p>     the\u00a0teachers\u00a0(name\u00a0identified\u00a0in\u00a0the\u00a0complaint)\u00a0of\u00a0one\u00a0of\u00a0the\u00a0schools\u00a0namely,\u00a0Government\u00a0Sarvodaya\u00a0Bal\u00a0<\/p>\n<p>     Vidyalaya,\u00a0K\u00a0Block,\u00a0Mangolpuri,\u00a0Delhi.\u00a0He,\u00a0in\u00a0this\u00a0complaint,\u00a0had\u00a0also\u00a0alleged\u00a0that\u00a0the\u00a0teachers\u00a0of\u00a0the\u00a0said\u00a0<\/p>\n<p>     schools\u00a0were\u00a0found\u00a0to\u00a0be\u00a0involved\u00a0in\u00a0objectionable\u00a0activities\u00a0(i.e\u00a0consumption\u00a0of\u00a0liquor,\u00a0smoking)\u00a0during\u00a0<\/p>\n<p>     the\u00a0school\u00a0hours.\u00a0In\u00a0response\u00a0to\u00a0this\u00a0application,\u00a0the\u00a0Education\u00a0Officer,\u00a0Zone\u00a0XII\u00a0on\u00a020.05.2011\u00a0forwarded\u00a0<\/p>\n<p>     a\u00a0reply\u00a0dated\u00a020.05.2011\u00a0of\u00a0Vice\u00a0President\u00a0of\u00a0the\u00a0said\u00a0school\u00a0to\u00a0the\u00a0Appellant.\u00a0In\u00a0this\u00a0letter,\u00a0the\u00a0Vice\u00a0<\/p>\n<p>     President,\u00a0while\u00a0mentioning\u00a0that\u00a0the\u00a0Applicant\u00a0has\u00a0not\u00a0given\u00a0any\u00a0proof\u00a0in\u00a0support\u00a0of\u00a0his\u00a0allegations\u00a0had\u00a0<\/p>\n<p>     stated \u00a0 that \u00a0 the \u00a0 Applicant \u00a0 has \u00a0 not \u00a0 asked \u00a0 any \u00a0 specific \u00a0 information \u00a0 under \u00a0 the \u00a0 RTI\u00adAct. \u00a0 The \u00a0 Applicant,\u00a0<\/p>\n<p>     aggrieved\u00a0with\u00a0this\u00a0reply,\u00a0filed\u00a0his\u00a0first\u00a0appeal\u00a0with\u00a0the\u00a0Appellate\u00a0Authority\u00a0on\u00a031.05.2011.\u00a0The\u00a0AA,\u00a0in\u00a0his\u00a0<\/p>\n<p>     order \u00a0 dated \u00a0 17.06.2011, \u00a0 recorded \u00a0 that \u00a0 the \u00a0 Appellant \u00a0 has \u00a0 added \u00a0 to \u00a0 his \u00a0 first \u00a0 appeal \u00a0 a \u00a0 letter \u00a0 dated\u00a0<\/p>\n<p>     30.03.2011,\u00a0which\u00a0the\u00a0PIO\u00a0has\u00a0not\u00a0received.\u00a0He\u00a0(AA)\u00a0therefore,\u00a0forwarded\u00a0the\u00a0said\u00a0letter\u00a0to\u00a0the\u00a0PIO\u00a0with\u00a0a\u00a0<\/p>\n<p>     direction\u00a0that\u00a0the\u00a0PIO\u00a0should\u00a0provide\u00a0the\u00a0necessary\u00a0information\u00a0to\u00a0the\u00a0Appellant\u00a0as\u00a0per\u00a0the\u00a0said\u00a0letter.\u00a0The\u00a0<\/p>\n<p>     Appellant,\u00a0thereafter,\u00a0filed\u00a0the\u00a0present\u00a0appeal\u00a0before\u00a0the\u00a0Commission\u00a0on\u00a028.07.2011\u00a0alleging\u00a0that\u00a0the\u00a0<\/p>\n<p>     information\u00a0given\u00a0to\u00a0him\u00a0is\u00a0misleading\u00a0and\u00a0unsatisfactory.<\/p>\n<p>Decision<\/p>\n<p>2.   During\u00a0the\u00a0hearing,\u00a0the\u00a0Appellant,\u00a0while\u00a0expressing\u00a0his\u00a0pain\u00a0and\u00a0anguish\u00a0at\u00a0the\u00a0callous\u00a0approach\u00a0of\u00a0the\u00a0<\/p>\n<p>     senior\u00a0officers\u00a0of\u00a0the\u00a0public\u00a0authority,\u00a0who,\u00a0despite\u00a0his\u00a0several\u00a0complaints\u00a0to\u00a0them,\u00a0have\u00a0not\u00a0taken\u00a0any\u00a0<\/p>\n<p>     action\u00a0 against\u00a0 the\u00a0 teachers\u00a0 of\u00a0 the\u00a0 said\u00a0schools,\u00a0stated\u00a0that\u00a0his\u00a0sole\u00a0purpose\u00a0in\u00a0initiating\u00a0the\u00a0present\u00a0<\/p>\n<p>     proceeding\u00a0is\u00a0to\u00a0bring\u00a0those\u00a0wrongdoers\u00a0(teachers)\u00a0to\u00a0justice.\u00a0He\u00a0also\u00a0feared\u00a0the\u00a0possible\u00a0danger\u00a0to\u00a0the\u00a0<br \/>\n        future\u00a0of\u00a0his\u00a0own\u00a0\u00a0kids,\u00a0who\u00a0are\u00a0studying\u00a0in\u00a0the\u00a0said\u00a0school,\u00a0in\u00a0view\u00a0of\u00a0the\u00a0wrong\u00a0activities\u00a0of\u00a0the\u00a0teachers.\u00a0<\/p>\n<p>       He\u00a0mentioned\u00a0that\u00a0he\u00a0has\u00a0got\u00a0enough\u00a0evidence\u00a0(described\u00a0as\u00a0a\u00a0video\u00a0recording\u00a0in\u00a0CD)\u00a0to\u00a0prove\u00a0his\u00a0<\/p>\n<p>       charges\u00a0 against\u00a0 the\u00a0said\u00a0school\u00a0 teachers\u00a0and\u00a0that\u00a0he\u00a0is\u00a0willing\u00a0to\u00a0share\u00a0the\u00a0same\u00a0with\u00a0the\u00a0authority\u00a0<\/p>\n<p>       competent\u00a0to\u00a0take\u00a0action\u00a0against\u00a0the\u00a0teachers\u00a0<\/p>\n<p>3.
