Furnish the specific Rules &amp; Regulation of Government of The Govt. of India, Ministry of I&amp; B has<br \/>\n     India under which the Government of India had granted granted upgraded pay scales only to 11<br \/>\n     two Pay Scale at a time in One incumbent as stated above. categories of staff comprising of Assistant<br \/>\n                                                                Engineers, Senior Engineering Assistant,<br \/>\n                                                                Engineering Assistant, Senior Technician,<br \/>\n                                                                Technician, Diesel Technician, Mast<br \/>\n                                                                Technician, Diesel Engine Driver, Helper,<br \/>\n                                                                Programme Executive and Transmission<br \/>\n                                                                Executive of AIR and Doordarshan vide<br \/>\n                                                                letter   No.    310\/173\/97-B(D)     dated<br \/>\n                                                                25\/02\/1999.\n<\/p>\n<p>6.   Furnish the specific Rules of Government of India under The upgraded pay scales were granted not<br \/>\n     which the Government of India can be forced by as a force but as per understanding<br \/>\n     unrecognized Associations to acknowledge their Demand reached between the Govt. and Sanyukt<br \/>\n     which is beyond the guiding principle of General Financial Sangharsh Samiti.<br \/>\n     Rule of Government of India.\n<\/p>\n<p>7.   Provide the photo-copy of Rules &amp; Regulation regarding This point pertains to BA(P) Section of<br \/>\n     the service condition of officers of Prasar Bharati, which the Ministry.<br \/>\n     might have framed and which has required to be ensured<br \/>\n     by the Ministry of Information &amp; Broadcasting<br \/>\n     (Government of India) as stated above before granting<br \/>\n     Prasar Bharati Scale by the Ministry of Information of<br \/>\n     Broadcasting.\n<\/p>\n<p>8.   Provide the photo-copy of concurrent\/ approval of Ministry Copy enclosed.\n<\/p>\n<p>     of Finance, which should have taken by the Ministry of<br \/>\n     Information &amp; Broadcasting(Government of India) prior<br \/>\n     issuing the order vide No.310\/173\/97-V(B) dtd.25\/02\/1999<br \/>\n     for granting of Prasar Bharati Scale to certain Cadre of<br \/>\n     Engineering &amp; Programme staffs of Prasar Bharati.\n<\/p>\n<p>Grounds for the First Appeal:\n<\/p>\n<p>Incomplete and unsatisfactory information provided by the PIO.\n<\/p>\n<p>Order of the First Appellate Authority (FAA):<br \/>\nThe FAA ordered the PIO to furnish information within 7 days.\n<\/p>\n<p>Grounds for the Second Appeal:\n<\/p>\n<p>Unsatisfactory information provided by the PIO despite the order of FAA.\n<\/p>\n<p><span class=\"hidden_text\">                                                                                            Page 2 of 3<\/span><\/p>\n<p> Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant : Mr. Manoj Chowdhury representing Ms. Sharmila Chowhdury on video conference from<br \/>\n              NIC-Itanagar Studio;\n<\/p>\n<p>Respondent : Ms. Jayanti, Director &amp; FAA on behalf of Mr. S. P. Bhattarcharya, CPIO &amp; Under<br \/>\n                Secretary;\n<\/p>\n<p>        The Appellant states that in the file notings provided to him with respect to query-3 he has been<br \/>\ninformed that the proposal has been received from Prasar Bharti. The Appellant states he wants a copy of<br \/>\nthe said proposal. The Appellant is directed to provide the page number of the file noting in which this is<br \/>\nclaimed to have been mentioned and the PIO will provide an attested copy of the proposal within 15 days<br \/>\nof receipt of the page number from the Appellant. The appellant is also saying that a copy of the rule<br \/>\nauthorizing the department to negotiate with non-recognize union should be provided.
